Biprajoy! Tropical cyclone originates from Arabian sea but was named by Bangladesh. Why so?

Image depicts 169 names of cyclones given by 13 countries in 2018(earlier 8 countries) forming WMO/ESCAP (World Meteorological Organisation/ Economic and Social Commission of Asia and Pacific) panel. Cyclones originating in Indian Ocean region with speed greater than 48 knots qualifies to aquire a name (in order to increase awareness), among the lists formed by 13 countries and names suggested by them in columns. Every names are used once as given in sequence (alphabetical order) with occurrence of cyclone. As this is the second list formed by member countries in 2018, because earlier list which was created in 2000 was about to exhaust, and it did exhausted by 2019 cyclone Amphan.
