The Mising Autonomous Council was established under the Mising Autonomous Council Act, 1995 passed by Assam Legislative Assembly with its H.Q. The Mising Autonomous Council Act, 1995 provided that the Mising Autonomous Council shall be constituted “comprising of the satellite areas of the village councils formed out of blocks of contiguous revenue villages, each having more than 50% population of

Mising community, without having any compact area for social, economic, education, ethnic and cultural advancement of the Mising community residing therein.”
However, the Act was further amended by the MAC Amendment Act, 2005, mainly the preamble and other relevant provisions, to accommodate other Scheduled Tribes population as well as all other non-tribal communities and also to expand the area of operation. The Act provides for constitution for a 36 member General Council and an Executive Council out of the General Members at the apex level and as many as Village Councils as may be notified. However no village council has been notified till date. The General Council and the Executive Council ran on ad-hoc basis with nominated members since its inception till 2013. The first election to the MAC was held in October, 2013 and an elected body has assumed office on 6th November, 2013 and which is now functioning smoothly.
