हाईकोर्ट पटना.जम्मू-कश्मीर से बीएड की डिग्री लेने वालों को बिहार में शिक्षक की नौकरी नहीं मिल सकती है। पटना हाईकोर्ट ने कहा कि शिक्षक के लिए वे ही आवेदन दे सकते हैं जिन्होंने एनसीटीई से मान्यता प्राप्त कॉलेज से बीएड की डिग्री ली हो। लेकिन, जम्मू-कश्मीर में एनसीटीई (नेशनल काउंसिल फॉर टीजर एजुकेशन) एक्ट लागू नहीं है। जस्टिस मिहिर कुमार झा ने अशेष कुमार और अन्य की याचिकाएं खारिज कर दीं। आवेदकों का कहना था कि बीएड की डिग्री के बावजूद सरकार उन्हें बहाल नहीं कर रही है। एनसीटीई के वकील एसएन पाठक ने याचिका का विरोध किया। उनकी दलील थी कि एनसीटीई से मान्यता प्राप्त संस्थानों से उत्तीर्ण ही शिक्षक बन सकते हैं। जबकि जम्मू-कश्मीर के बीएड कॉलेजों को मान्यता नहीं है।
