Can pollution markets work in developing countries?
Yes — and the proof comes from Gujarat, India.
A new study by Energy Policy Institute at the University of Chicago - EPIC and Energy Policy Institute at the University of Chicago, India - EPIC-India researchers, published in the Quarterly Journal of Economics, shows that a cap-and-trade or pollution market is a win-win-win:
– Reduced emissions by 20–30%
– Lowered firms’ abatement costs
– Increased enforcement success
Implemented as a randomized control trial, this is the world’s first such evidence for particulate matter markets.
