The first, two-day president of the
assembly was Sachchidananda Sinha;

Old Act vs New Act

अब तक का सबसे बड़ा कृषि सुधार
केंद्र सरकार इसे अब तक का सबसे बड़ा कृषि सुधार कहा जा रहा है।

1- किसान उपज व्‍यापार एवं वाणिज्‍य (संवर्धन एवं सुविधा) विधेयक, 2020 (The Farmers Produce Trade and Commerce (Promotion and Facilitation) Bill 2020)

अभी क्या व्यवस्था- किसानों के पास फसल बेचने के ज्यादा विकल्प नहीं है। किसानों को एपीएमसी यानी कृषि उपज विपणन समितियों में फसल बेचनी होती है। इसके लिए जरूरी है कि फसल रजिस्टर्ड लाइसेंसी या राज्य सरकार को ही फसल बेच सकते हैं। दूसरे राज्यों में या ई-ट्रेडिंग में फसल नहीं बेच सकते हैं।

नए कानून से क्या फायदा-
1- नए कानून में किसानों को फसल बेचने में सहूलियत मिलेगी। वह कहीं पर भी अपना अनाज बेच सकेंगे।
2- राज्यों के एपीएमसी के दायरे से बाहर भी अनाज बेच सकेंगे।
3- इलेक्ट्रॉनिग ट्रेडिंग से भी फसल बेच सकेंगे।
4- किसानों की मार्केटिंग लागत बचेगी।
5- जिन राज्यों में अच्छी कीमत मिल रही है वहां भी किसाने फसल बेच सकते हैं।
6- जिन राज्यों में अनाज की कमी है वहां भी किसानों को फसल की अच्छी कीमत मिल जाएगी।

2- किसानों (सशक्तिकरण एवं संरक्षण) का मूल्‍य आश्‍वासन अनुबंध एवं कृषि सेवाएं विधेयक, 2020 (The Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Bill 2020)

अभी क्या व्यवस्था है- यह कानून किसानों की कमाई पर केंद्रित है। अभी किसानों की कमाई मानसून और बाजार पर निर्भर है। इसमें रिस्क बहुत ज्यादा है। उन्हें मेहनत के हिसाब से रिटर्न नहीं मिलता।

नए कानून से क्या फायदा-
1- नए कानून में किसान एग्री बिजनेस करने वाली कंपनियों, प्रोसेसर्स, होलसेलर्स, एक्सपोर्टर्स और बड़े रिटेलर्स से एग्रीमेंट कर आपस में तय कीमत में फसल बेच सकेंगे।
2- किसानों की मार्केटिंग की लागत बचेगी।
3- दलाल खत्म हो जाएंगे।
4- किसानों को फसल का उचित मूल्य मिलेगा।
5- लिखित एग्रीमेंट में सप्लाई, ग्रेड, कीमत से संबंधित नियम और शर्तें होंगी।
6- अगर फसल की कीमत कम होती है, तो भी एग्रीमेंट के तहत किसानों को गारंटेड कीमत मिलेगी।

3- आवश्‍यक वस्‍तु (संशोधन) विधेयक, 2020 (The Essential Commodities (Amendment) Bill
अभी क्या व्यवस्था है- अभी कोल्ड स्टोरेज, गोदामों और प्रोसेसिंग और एक्सपोर्ट में निवेश कम होने से किसानों को लाभ नहीं मिल पाता। अच्छी फसल होने पर किसानों को नुकसान ही होता है। फसल जल्दी सड़ने लगती है।

नए कानून से क्या फायदा-
1- नई व्यवस्था में कोल्ड स्टोरेज और फूड सप्लाई से मदद मिलेगी जो कीमतों की स्थिरता बनाए रखने में मदद मिलेगी।
2- स्टॉक लिमिट तभी लागू होगी, जब सब्जियों की कीमतें दोगुनी हो जाएंगी।
3- अनाज, दलहन, तिलहन, खाद्य तेलों, प्याज और आलू को आवश्यक वस्तुओं की सूची से हटाया गया है।
4- युद्ध, प्राकृतिक आपदा, कीमतों में असाधारण वृद्धि और अन्य परिस्थितियों में केंद्र सरकार नियंत्रण अपने हाथ में ले लेगी।

Constituent Assembly
1950 Constituent Assembly meeting
The constitution was drafted by the
Constituent Assembly, which was elected
by elected members of the provincial
assemblies.
[20] The 389-member assembly
(reduced to 299 after the partition of India)
took almost three years to draft the
constitution holding eleven sessions over
a 165-day period.[5][19]
B. R. Ambedkar was a wise constitutional
expert, he had studied the constitutions of
about 60 countries. Ambedkar is
recognised as the "Father of the Constitution of India".[21][22] In the
constitution assembly, a member of the
drafting committee, T. T. Krishnamachari
said:
"Mr. President, Sir, I am one of
those in the House who have
listened to Dr. Ambedkar very
carefully. I am aware of the
amount of work and enthusiasm
that he has brought to bear on
the work of drafting this
Constitution. At the same time, Ido realise that that amount of
attention that was necessary for
the purpose of drafting a
constitution so important to us
at this moment has not been
given to it by the Drafting
Committee. The House is
perhaps aware that of the seven
members nominated by you, one
had resigned from the House
and was replaced. One died and
was not replaced. One was away
in America and his place was not filled up and another person
was engaged in State affairs,
and there was a void to that
extent. One or two people were
far away from Delhi and
perhaps reasons of health did
not permit them to attend. So it
happened ultimately that the
burden of drafting this
constitution fell on Dr.
Ambedkar and I have no doubt
that we are grateful to him for
having achieved this task in amanner which is undoubtedly
commendable."

Previous legislation

The constitution was drawn from a
number of sources. Mindful of India's
needs and conditions, its framers
borrowed features of previous legislation
such as the Government of India Act 1858,
the Indian Councils Acts of 1861, 1892 and
1909, the Government of India Acts 1919 and 1935, and the Indian Independence
Act 1947. The latter, which led to the
creation of India and Pakistan, divided the
former Constituent Assembly in two. Each
new assembly had sovereign power to
draft and enact a new constitution for the
separate states.[19

In 1928, the All Parties Conference
convened a committee in Lucknow to
prepare the Constitution of India, which
was known as the Nehru Report.

Most of the colonial India was under
British rule from 1857 to 1947. From 1947
to 1950, the same legislation continued to
be implemented as India was a dominion
of Britain for these three years, as eachprincely state was convinced by Sardar
Patel and V.P.Menon to sign the articles of
integration with India, and the British
government continued to be responsible
for the external security of the country.

Thus, the constitution of India repealed the
Indian Independence Act 1947 and
Government of India Act 1935 when it
became effective on 26 January 1950.
India ceased to be a dominion of the
British Crown and became a sovereign
democratic republic with the constitution.
Articles 5, 6, 7, 8, 9, 60, 324, 366, 367, 379,
380, 388, 391, 392, 393, and 394 of theconstitution came into force on 26
November 1949, and the remaining
articles became effective on 26 January
1950.[18]

It was adopted by the Constituent
Assembly of India on 26 November 1949
and became effective on 26 January1950.[10] The constitution replaced the
Government of India Act 1935 as the
country's fundamental governing
document, and the Dominion of India
became the Republic of India. To ensure
constitutional autochthony, its framers
repealed prior acts of the British
parliament in Article 395.[11] India
celebrates its constitution on 26 January
as Republic Day.

sovereign, socialist, secular,
