Theme: INDIA’S RICH CULTURAL HERITAGE

1. INTRODUCTION:

TN DIGIPEX 2022 - Tamil Nadu Postal Circle is organizing its 13th State level philatelic exhibition from 7th January to 9th January 2022. It is a Virtual Philatelic Exhibition and will be held under the patronage and guidance of the Chief Postmaster General, Tamilnadu Postal Circle.

This exhibition is being organized by the Tamilnadu Postal Circle with the active co-operation and support of South India Philatelists’ Association (SIPA), Chennai to promote the hobby of stamps collecting and give an opportunity for the philatelists to showcase their collections. The Organizing Committee of the exhibition is headed by the Chief Postmaster General, Tamilnadu Postal Circle, Chennai 600002. The Deputy Chairperson is the Postmaster General, Chennai City Region, Chennai 600 002.

2. VENUE:

Since this is a Virtual Exhibition, there will not be any physical venue. However, the Organizing Committee and Secretariat will function from the Office of the Postmaster General, Chennai City Region, Chennai 600002.

3. RULES & REGULATIONS:

TN DIGIPEX 2022 will be governed by India Post Regulation for Philatelic Exhibitions [IP-PER], Philatelic Jurors Programme [IP-PJP], India Post Philatelic Award System [IP-PAS] and other guidelines issued by the Organizing Committee, TN DIGIPEX 2022 from time to time.

4. CATALOGUE & SOUVENIR:

An e-Catalogue with a list of all the participants and their exhibit themes will be uploaded in the website of the exhibition. The List of Awardees by class-wise as well as an alphabetical list of the names of the exhibitors will be released before the valedictory function.

An e-Souvenir will be brought out to commemorate the Exhibition. It would be preserved as a valuable reference book/memento by many Philatelists as it would contain articles on various facets of philately from reputed experts.

5. SPECIAL COVER & CANCELLATIONS:

Special Covers with Special Cancellations will be brought out during the exhibition on different themes. The sale of the Special Covers will be carried out at the Philatelic Bureau, Anna Road Head Post Office, Chennai 600002. Mail orders for Special Covers with Cancellations are to be placed at Philatelic Bureau, Anna Road Head Post Office, Chennai 600002.
6. COMPETITIONS:

Competitions for school children viz., Quiz, Drawing, etc., will be organized by the Department in co-ordination with the philatelists. An online Work-shop on Philately and other philatelic awareness programs are also planned.

7. PARTICIPATION & ELIGIBILITY:

Participation in the exhibition is open to all stamp collectors who are residents of Tamilnadu and Puducherry UT. The exhibitor must be the owner of the collection displayed and will be listed under the exhibitors’ name in all the Exhibition records. Exhibits may only be entered under the name of the exhibitor and use of pseudonym is not permitted.

The following exhibitors are automatically eligible for allotment of frames:

• Exhibitors who have won up to Silver medal or I / II / III prize at District/Regional level exhibitions.
• Exhibitors who have participated in earlier held State level exhibitions and won up to Large Silver Award.

The following Exhibitors are eligible to apply for frames with a condition that they submit photo copy of the collection and/or recommendation letter from any Philatelic Society in Tamilnadu that the Exhibitor has improved the earlier collection for acceptance by the Allotment Committee:

• Those who have not participated in any exhibition earlier.
• Those who have participated in earlier District level exhibition and not won any award.

The following Exhibitors are not eligible to apply for frames under Competition Class:

• Exhibitors who have won Vermeil or above in the previous State level TANAPEX and Large Silver in the National and/or International Level exhibitions.

Exhibitors shall apply through the Entry form available in the official website of TN DIGIPEX 2022 www.tndigipex2022.com. The Exhibitors should fill up the online entry form completely and incomplete forms are liable to be rejected.

Exhibits must be submitted under the correct Classification. The Allotment Committee/Jury reserves the right to reassign the incorrectly or ambiguously described entries. No exhibit may be entered in more than one class.

Notification of acceptance together with the number of frames allotted to each exhibit or non-acceptance will be sent to the applicants through email by 15th December 2021. The details of bank accounts for remittance of entry fees will also be intimated.

The Organizing Committee reserves the right to reject any exhibit in whole or part without assigning any reason.

8. CLASSIFICATION OF EXHIBITS:

8.1 NON COMPETITIVE CLASS:

8.1.1 Invitation Class

The exhibits that are of exceptional significance or interest. The minimum requirement is that the exhibits should have won Gold or the highest award in relevant class at a higher level exhibition within the last five years. This is purely on the Invitation from the Organizing Committee.

8.1.2 Departmental/Institutional Exhibits

The exhibits are from National Philatelic Museum, Army Postal Service, India Security Press, Stamp Designers etc.

8.1.3 Jury Collections

The exhibits are from the panel of Jury appointed for the Exhibition. The participation of Jurors is optional.

8.2 COMPETITIVE CLASS:

This is the 75th year of Indian Independence and Government of India has decided to celebrate Azadi ka Amrit Mahotsav in a befitting manner in the following themes:

3. AtmaNirbhar Bharat
4. India’s Rich Cultural Heritage
5. Celebrating Unsung Heroes
6. Independence 2.0

Department of Posts, Tamilnadu Postal Circle is conducting this TN DIGIPEX 2022 on the theme INDIA’S RICH CULTURAL HERITAGE. About 25% of the frames will be earmarked for the India’s Rich Cultural Heritage theme and the balance frames will be available for the general exhibits including Thematic Philately.

The expression “India up to Independence” includes British India up to 14th August 1947, French Settlements in India up to 1st November 1954 and Portuguese India up to 29th December 1961.

8.2.9 First Day and Special Covers

8.2.10 Modern Philately
A collection or part thereof which was already shown in other Competitive classes in an exhibition cannot be exhibited under Modern Philately. This class is for stamps which was issued in the last twenty years [2001 onwards]

8.2.11. One-Frame Exhibits
One-Frame exhibits should be based on narrow subject. An extract from the previous multiple frames [5-8] exhibits to One-Frame will not be allowed.

8.2.14 Philatelic Publications [Literature]
Websites, software and other electronic publications published within past 1 year

8.2.15 Youth Class
8.2.15.A Age upto 14 years [as on 31.12.2021]
8.2.15.B Age upto 18 years [as on 31.12.2021]
8.2.15.C School Collections [Exhibits prepared by several students of a Section/Class/School]

9. PREPARATION OF EXHIBITS:

Exhibits must be mounted on standard 23 x 29 cm or A4 [21 x 29.7 cm] white coloured loose-leaf album pages. All the pages of the exhibits are to be scanned in JPG or JPEG format only with a resolution of 300 dpi. As these pages are to be scanned and uploaded, please ensure that correct images of the Exhibits are uploaded without any glare. No exhibits mounted on dark coloured or black pages will be accepted.

Exhibitor must abstain from exhibiting material that does not show the correct international boundaries of India and/or which offends the religious or ethnic sentiments. The exhibit should not contain any fake, unissued materials or any other items which in the opinion of the Jury is prohibited from display. Any exhibit containing such items will be rejected and its participation will be denied.

10. SIZE OF FRAMES:

Each virtual display frame will hold 16 [4x4] pages of standard 23 x 29 cm or A4 white album sheets mounted in four rows of four per row. Larger pages will be accommodated with the approval of the Allotment Committee.

11. APPLICATION FOR PARTICIPATION:

11.1 Intending participants in the exhibition should apply in the prescribed entry form. The applicant has to create a login-ID in the official website of the TN DIGIPEX 2022 www.tndigipex2022.com and fill up the application form online. Each Exhibitor should attach a recent passport size photograph and all supporting documents along with the online application.

11.2 Last date for submission of online application forms is 30th November 2021. Incomplete entries or entries received after the due date will not be accepted.

11.3 A participant in Group 8.2.15 (Youth) may enter only one exhibit but cannot enter in any other group. Participant in Youth Group are required to furnish a valid proof of his / her date of birth and a Certificate from School, along with the entry form.

11.4 A separate entry form must be furnished for each exhibit.

11.5 Allotment of Frames is entirely at the discretion of the Allotment Committee constituted for the purpose.

11.6 Details of earlier awards for intended Exhibit should be given in the entry form.

11.7 Maximum of two entries will be accepted from each participant and both have to be under different classes.

11.8 The decision of the Allotment Committee regarding the number of frames allotted will be final and no appeal will be entertained.

11.9 The number of frames allotted may be increased or decreased at the discretion of the Allotment Committee with the approval of the Organizing Committee.

12. ALLOCATION OF FRAMES:

The Allotment Committee reserves rights to allot the number of frames.

• For Youth Class- Minimum 1 frame and Maximum 2 frames will be allotted per exhibitor.

• For Competition Class- Minimum 3 frames and Maximum 5 frames will be allotted per exhibitor.

• For School Collections- Minimum 3 frames and Maximum 5 frames will be allotted per school.

13. ENTRY FEES:

13.1 There will be approximately 400 frames.

13.2 The entry fee for Competition Class will be as follows:

13.4 The exhibitor will have to pay the requisite fees either by Draft/Bank Transfer/NEFT on receipt of email for confirmation of allotment. No exhibit will be accepted/ displayed unless the prescribed fee has been paid in full at the time of submission of exhibits. Entry fee once paid is non-refundable.

14. ONLINE SUBMISSION OF EXHIBITS:

14.1 Exhibits of accepted applications along with inventory forms should be scanned in JPG or JPEG format only with correct resolution of 300 dpi. Mobile phone photographs or scans are not acceptable. Each page with correct page numbers should be uploaded on or before 31.12.2021.

All exhibit scans must be in JPG or JPEG format only. No other format will be accepted. Please do not upload 600 dpi or 1200 dpi scans.

If the exhibit is having 5 frames with exhibit sheet size 21 x 29.7 cm or 23 X 29cm (Total sheets 80) and the Application Number is E100,

• Create main folder with Application Number: E100
• Create Sub-folder in E100: FRAME1, FRAME 2, FRAME 3, FRAME 4 & FRAME 5 (number of frames allotted)
• Copy relevant exhibit pages in the respective subfolders
• File names inside FRAME1 folder will be:

14.3 Exhibits uploaded after due date are liable to be rejected and may or may not be displayed in the frames. No claims for the same will be accepted. The exhibit will be received, and displayed entirely at the risk of the exhibitor.

15. DISPLAY OF EXHIBITS:

Exhibits shall be displayed in the website of TN DIGIPEX 2022 www.tndigipex2022.com by the vendor in coordination with the Allotment Committee.

16. JURY:

16.1 The Jury will be appointed by the Department of Posts. They are the final authority in selecting and allotting awards. They can withhold or not evaluate any exhibit if, in their opinion they decide to do so.

16.2 The Jury will evaluate the exhibits on the basis of treatment, importance, knowledge, research, rarity and presentation.

16.3 The Jury will present their Report and list of awards to the Organizing Committee. The decision of the Jury in all cases will be final.

16.4 If, in the opinion of the Jury, any collection does not appear to be the genuine work of the exhibitor, it may not be given any award. The Jury have the right to call any exhibitor for any personal clarification or explanation required.

16.5 The Organizing Committee reserves the right to request additional scans of item(s), if requested by the Jury. Exhibitors should agree to comply with all such requests. Failure to do so will result in the disqualification of exhibit. Such disqualification will result in the forfeiture of entry fee. If requested, exhibitors should make the item available for viewing to the Jury through video call or video meeting. If required, Organizing Committee can also ask an authorized person to check and give a report about the part or the whole exhibit.

16.6 Scans of the original copy of expertization certificate/s must be provided; provision for uploading the same will be provided on the website.

17. AWARDS:

The following awards will be awarded based on Jury Report:

• Vermeil
• Large Silver
• Silver
• Silver Bronze
• Bronze
• Diploma

17.1 The exhibits in the Invitee Class [Non-competitive] shall not be eligible for any awards.

17.2 All exhibitors will be issued Certificate of Participation and details of awards won [if any]

17.3 Youth class will not be eligible for Vermeil or Large Silver award.

17.4 Special Prizes donated by Organizations or Individuals will also be placed at the disposal of the Jury to be awarded according to the Jury’s decision.

17.5 In case of any failure to participate in the exhibition by any applicant after the allotment of frames, it will result in debarring the exhibitor from exhibiting for the next two calendar years.

18. LIABILITY:

No liability or responsibility whatsoever, whether as an act of negligence or otherwise shall be attached to Organizing Committee, TN DIGIPEX 2022, or South India Philatelists’ Association or any volunteers [paid or otherwise] or to the coordinating officials on duty or members of the Jury for any reasons and from any cause whatsoever.

As the exhibits are uploaded on website which is available in public domain, organizers or Organizing Committee or vendors are not responsible for any copy, photography, videography or download of the whole exhibit, exhibit pages or items. Organizing Committee cannot prevent the same.

19. UNDERTAKING BY THE EXHIBITOR:

The exhibitor undertakes to ensure that all the rules and regulations laid out are adhered to. The exhibitor’s uploading of the application form is deemed as acceptance of his/her acceptance to all the rules and regulations laid by the Organizing Committee of TN DIGIPEX 2022.

20. DISPUTE:

In the event of any dispute of whatsoever reasons, the decision of the Chairman, TN DIGIPEX 2022 & Chief Postmaster General, Tamilnadu Postal Circle, Chennai 600002 shall be final and binding and the jurisdiction is Madras High Court, Chennai.
