“NATIONAL DIGITAL LITERACY MISSION”

• Name of the Scheme: “NATIONAL DIGITAL LITERACY MISSION”
• Objectives:
The main objective of the programme is to provide IT training to every eligible household in selected blocks in each State/UT relevant to the need of the trainee, which would enable the beneficiaries to use IT and related applications to participate effectively in the democratic process and

enhance their livelihood. The two Levels of IT training would have following broad objectives:

Broad Objectives To make a person IT Literate, so that he can operate a computer/ Digital access devices (like tablets, etc), send and receive e-mails and search internet for information, etc. Besides IT literacy at a higher level, the citizen would also be trained to effectively access the various e-governance services being offered to the citizen by the government and others. Eligibility
• Household Survey
States/ UTs would select at least one block or more blocks in respective States/ UTs for implementing the scheme. A household survey to identify the target groups, i.e., identification of beneficiaries of Reserved (SC/ST), BPL categories and non-IT literate households would be conducted in selected blocks. All the households where none of the person in the age group of 14 to 60 years are IT literate would become eligible for consideration under the scheme. Out of these eligible households, one person would be selected for imparting IT Literacy training. The selection of households and the beneficiary for training would be carried out by the States/ UTs or through their designated implementing agency in collaboration with the PMU. The household survey will be used as the base data for conducting the training.
• Eligibility Criteria
All the households where none of the person in the age group of 14 to 60 years are IT literate would become eligible for consideration under the Scheme.
• Entry and Exit criteria:
It is proposed to impart IT Literacy training to the persons at either of the two levels of courses
(Level 1 or Level 2) depending on the entry criteria as follows:
Level L1 L2
Entry
Criteria Non IT literate - Illiterate and at least 7th standard passed Non IT literate with at least 8th standard pass
Exit
Criteria The prospective candidate will be literate. Able to use computers and search internet for information, send & receive e-mails, etc, Besides the ability to use and operate computer, the candidate would be able to access the e-Governance Services also. The survey team would verify the eligibility of each person of a household in the selected Block(s) and depending upon eligibility criteria, the level of IT literacy training would be decided for each beneficiary.

• Financial assistance for various categories include:
150 INR fee for General category trainees to be borne by trainees.
100% of course fee for SC/ ST and BPL category trainees.

• Compensation
To encourage the candidates from BPL category, each of the BPL category candidate would be provided wage loss compensation based on the average MNREGA wage rates i.e. Rs. 15/- per hour for undergoing IT Literacy Training. The wage compensation rates will be Rs. 300/- and Rs. 600/- respectively for Level 1 and 2 courses, respectively. The wage loss compensation would be directly credited into the bank account of the BPL category beneficiaries by the PMU on being awarded certificate by the certifying agency.
