To transfer attributes from one shapefile to another shapefile in ArcGIS, you can follow these steps:

Open both shapefiles in ArcMap.

Identify a common field in both shapefiles that you can use to match the features. This could be a unique identifier or a name field, for example.

Right-click on the target shapefile (the one you want to transfer attributes to) in the Table of Contents and select "Joins and Relates" and then "Join".

In the Join Data dialog box, select the source shapefile (the one you want to transfer attributes from) and the common field to join on.

Choose the fields that you want to transfer from the source shapefile to the target shapefile. You can do this by selecting the fields in the join dialog box.

Choose the type of join you want to perform. In most cases, you would want to choose "Keep all records" so that all features from the target shapefile are included in the output, even if there is no match in the source shapefile.

Once the join is complete, you can save the new shapefile with the transferred attributes as a new file.

It's important to note that the transfer of attributes between shapefiles may not always be straightforward, especially if the fields have different data types or if there are missing or mismatched values. You may need to clean and prepare your data beforehand to ensure a successful transfer.
