आतंकवादी मौजूदा बुनियादी ढाँचा जैसे सड़कों, अस्पतालों, पुलों , पावर प्लांट्स, को उड़ा देते हैं पर भ्रस्टाचार ऐसे ढांचे को बनने ही नहीं देता।
आतंकवादी निर्दोष जाने लेते हैं, पर भ्रष्टाचार अस्पतालों को बनने ही नहीं देता, सो जो जाने बचाई जा सकती थीं वो नहीं बचती l

भ्रष्टाचार आतंकवाद का पालना है, और शायद अधिक खतरनाक।
