HUMAN RESOURCE DEPARTMENT (STATE ATTESTATION):-

State Attestation State attestation is required before MEA attestation, where depending on the type of document, relevant state attestation is required. For example in case of educational documents, attestation from State Education Department is required. In case of personal documents, Home Department or General Administration Department of the concerned state should attest the document prior to attestation by the MEA

MINISTRY OF EXTERNAL AFFAIRS (MEA ATTESTATIONS):-

Procedure: All original documents requiring attestation or Apostille should be first authenticated by the designated agencies in the State from where the document has been issued. In case of personal documents, Home Department/General Administration Department is the designated authorities. Commercial Documents:-
Commercial Documents are to be pre-authenticated by the respective Chambers of Commerce before these can be attested by the Ministry of External Affairs. Documents required for Educational/Personal certificate attestation for MEA Attestation:

EMBASSY ATTESTATION:-

The Embassy attestation is compulsory for those countries which are not enlisted with Hague Convention list. To complete the Embassy Attestation process the document needs to be attested from an array of Governmental Organization in India, and it depends on the types of documents. The various Embassies have various rules and regulations as well as various times outline and fees configuration. The Embassy Attestation is the finishing attestation procedure for a document followed by the diverse attestation process. The document which to be attested from the Respected Embassy, the document t o be submitted originally, duly attested by the authorized signatory of India, along with some supporting documents. An Apostille is a type of attestation in which documents are legalized in a particular format that is acceptable in all nations that belong to the Hague Convention. Essentially Apostille is an international attestation that is acceptable in about 93 countries, and most of the western world recognizes Apostille. Apostille stamp is a square shaped computer generated sticker stamp, pasted on reverse of the document by the Ministry of External Affairs, Government of India. This is a unique computer generated stamp having a unique identification number, through which any member country of The Hague convention can check its authenticity online. Under normal circumstances, once the document is apostilled, it does not require to be attested further from the concerned embassy. If a document is apostilled, it does not require to be attested. Apostille stickers are issued on certificates including birth and death, affidavits, powers of attorney, marriage certificates and educational documents like degrees, Diplomas, matriculation and secondary level certificates. However commercial documents are excluded from the purview of the Apostille Convention. Procedure: All documents should be first authenticated by the designated agencies in the state from where the document has been issued. In case of personal documents, the home or general administration department of the state concerned is the designated authority. In case of educational documents, state governments have opened Regional Authentication Centres for initial attestation. Documents attested by these authorities then need to be presented to ministry for issue of Apostilles .
