Many people still believe a Officer and an Officer are the same role — but they are not. Both contribute to workplace safety, but their responsibilities operate on different levels. Here’s a clear, professional breakdown:
1️⃣ Safety Officer: Operational & On-Ground Safety A Safety Officer focuses on day-to-day safety activities at the worksite.
They are physically present where the work happens, ensuring safe behaviour and immediate compliance.
Typical responsibilities include: Monitoring site activities Identifying unsafe acts and conditions
Correcting workers directly
Enforcing safety procedures
Conducting toolbox talks
Checking equipment and PPE
Stopping unsafe work when needed
They act as the frontline defence against incidents and unsafe practices.
2️⃣ HSE Officer: System, Compliance & Long-Term Control an HSE Officer works on a broader, system-level approach. The focus is on developing, implementing, and improving the overall HSE framework.
Key responsibilities: Developing and reviewing policies
Conducting risk assessments
Preparing JHA/JSA
Delivering training and awareness
Leading incident investigations
