Edit poly mod or edit poly conversion
There's no simple answer to the question both have their advantages and disadvantages
Edit poly modifier
Advantage: we have original creation parameters
We can go below stack and alter the primitive and hence work with dimensions
We can go to sub object level

Disadvantages: it adds to the calculations 3dsmax have to do in order to create object and hence at some level of complexity can slow down the work flow

Edit poly:
Advantages: access subobject level
Low calculations
Nurbs command access
Disadvantages: can't revert to original creation parameters

I usually prefer edit poly conversion
