OLD CHEQUES TILL 31 JULY
The Reserve Bank of India has again
extended the deadline for mandatory use of
new format cheques to July 31.
The new cheque leaves will be compliant with
the technology that enables their scanning
and transmission online. The process is
speeded up by what is called a cheque
truncation system (CTS) and will reduce the
time taken for cheques to get cleared to a
single day.
This is the second such extension by the RBI,
given that a number of non-CTS-compliant
cheques are floating around in the banking
system. The central bank had earlier extended
the deadline to March 31.
“All residual non-CTS-2010 cheques with
customers will continue to be valid and
accepted in all clearing houses for another
four months up to July 31, subject to a review
in June,” RBI said.
The RBI also told banks that they should issue
only CTS-2010 compliant cheque books,
demand drafts and pay orders henceforth.
The banks cannot charge any of its savings
bank account customers when the CTS-2010
compliant cheque book is issued for the first
time.
“Cheque issuing banks shall make all efforts
to withdraw the non-CTS-2010 Standard
cheques in circulation before July 31, by
creating awareness among customers,” RBI
said.
ECS FACILITY
In a bid to take more transactions online, the
central bank also ruled that banks should not
accept cheques from customers, CTS-2010
compliant or not, if the bank branches have
electronic clearing services (ECS) facility.
“No fresh post-dated cheques /equated
monthly instalment cheques (either in old
format or new CTS-2010 format) shall be
accepted by lending banks in locations where
the facility of ECS is available,” the RBI said.
