"ב־23 במרץ 1949 נחתם ונכנס לתוקף הסכם שביתת הנשק בין ישראל ללבנון, ובמשך קרוב לשני עשורים נותר הגבול הצפוני שקט יחסית, בהשוואה לזירות אחרות של הסכסוך הערבי־ישראלי. השינוי החל בראשית שנות ה־70 של המאה ה־20, על רקע אירועי ״ספטמבר השחור״ והתפוררות הסדר המדינתי בלבנון, שהתבטאה בין השאר בהתבססותם של הארגונים הפלסטיניים החמושים בדרום המדינה. בהמשך, לאחר מלחמת לבנון הראשונה (1982), נוסף למרחב זה ארגון חזבאללה, שהציג עצמו ככוח לבנוני, אך נשען אידאולוגית, צבאית ופיננסית על הרפובליקה האסלאמית של איראן. על רקע זה, ב־17 במאי 1983 נחתם ההסכם הלבנוני–ישראלי, שהיה הניסיון השאפתני ביותר להסדיר מחדש את יחסי המדינות לאחר התערערות הסדר בדרום לבנון. מאמר זה טוען כי חרף כישלונו ההיסטורי, ההסכם מוסיף להציע מסגרת עקרונית מתאימה לדיון בהסדרה ביטחונית־מדינית בדרום לבנון גם כיום, ובלבד שיופקו הלקחים מהתנאים שהכשילו את יישומו".
בגיליון הנוכחי של צומת המזרח התיכון, ד"ר שאול ברטל בוחן את הסכם 17 במאי 1983 בין ישראל ללבנון על רקע התערערות הסדר בדרום המדינה ועליית חזבאללה ככוח הנתמך בידי איראן. ד"ר ברטל טוען כי חרף כישלונו ההיסטורי, ההסכם מוסיף להציע עקרונות רלוונטיים להסדרה ביטחונית-מדינית בדרום לבנון גם היום, בכפוף להפקת לקחים מהתנאים שהביאו לכישלונו בעבר.

"Turkey's regional ambitions rest on an uneasy foundation. Over the past two decades, Ankara has sought to convert rapid growth and foreign capital into diplomatic reach, military capability, and independent foreign-policy action, projecting power across the Middle East, Eastern Mediterranean, Caucasus, Central Asia, the Balkans, and the Horn of Africa.
In pursuing this objective, Turkey expanded its defense industry, established overseas military bases, increased its use of military diplomacy, and assumed a more assertive role across multiple regional theaters. Yet these geopolitical aspirations have often exceeded the country's economic capacity to sustain them over the long term. This ambition has repeatedly collided with a more fragile economic reality: chronic current-account deficits, dependence on short-term foreign financing, and recurring currency crises that expose how much of Turkey's regional activism has been financed rather than earned. Understanding Turkey's foreign policy therefore requires understanding its economy first."

He shows how Ankara has sustained its power projection through defense exports, diversified partnerships, and a model of “networked power projection,” while persistent inflation, weak productivity, and dependence on external financing continue to constrain the long-term sustainability of its regional influence.

"In 2026, war continues to destabilize both Eastern Europe and the Middle East. Ukraine entered the fourth year of its war with Russia under massive, combined drone-missile attacks against its energy infrastructure. Having survived its hardest winter in decades, Kyiv continues to conduct drone strikes against military and economic targets inside Russia, raising the costs of the war for Moscow.
The Middle East experienced a new shock in February 2026, with the outbreak of the U.S.-Israel-Iran war. Drawing on Russian technology and tactics developed during the war in Ukraine, Iran launched massive, combined drone-missile strikes against US military facilities, the refineries and economic infrastructure of the Gulf monarchies, and Israeli targets. The cost of expending expensive interceptors against cheap Iranian drones pushed the Gulf monarchies to seek alternative means of protecting their territory. Kyiv seized the moment to move from being a recipient of Western assistance to an exporter of cutting-edge counter-drone technology."

"While the decision to discontinue UNIFIL was taken in 2025, the obstacles preventing the fulfillment of its mandate date back to its very creation. Political scientists and international relations experts have long examined what makes a peacekeeping operation effective, and many of them point to the importance of local and international support. Namely, a peacekeeping operation depends on cooperation from the belligerents in the field, as well as on declarative and material support from the global community. Much was also written about how UNIFIL has lacked both. However, these sources mainly discuss UNIFIL’s difficulties after it had been created. By contrast, this article returns to UNIFIL’s formative years (1978-1982), to demonstrate that, even before the first peacekeeper set foot in Lebanon, the force never had the necessary consensus to fulfill its long-term missions of “restoring international peace and security” and “assisting the government of Lebanon in ensuring the return of its effective authority in the area”."
In this issue of Tel Aviv Notes, Jonathan Franco presents the case that UNIFIL was doomed from the outset, tracing its failure back to the formative years (1978–1982), when the force already lacked the local and international support essential to its mission.
