The Leonard Davis Institute for International Relations- Hebrew University Located in the Truman building on the Mount Scopus Campus of the Hebrew University, the Institute is surrounded by evocative vistas.

The Leonard Davis Institute for International Relations, in The Hebrew University of Jerusalem, promotes scientific research in the theory of international relations, adopting a broad interdisciplinary perspective. המכון ליחסים בינלאומיים ע"ש לאונרד דיוויס הוקם בשנת 1972 באוניברסיטה העברית בירושלים, הודות לנדיבותם של לאונרד וסופי דיוויס. ממוקם בבניין טרומן שבקמפוס הר הצופים של האוניברסיטה העברית, המכון נמצא במוקדם של נופים מעוררי השראה. ממערב לו, נמצאים כיפת הזהב, כיפת הסלע ונופי העיר העתיקה; ממזרח, ניתן לראות ביום בהיר את ים המלח והרי מואב; ומדרום נמצאים מגדלי כנסיית אוגוסטה ויקטוריה והר הזיתים.
זהות המכון וייעודו נובעים ממיקומו באחת ההערים ההיסטוריות המרשימות בעולם, עיר המקומות הקדושים, אותם מוקירות שלוש הדתות המונותיאיסטיות - היהדות, הנצרות והאיסלאם. אלפיים שנה לאחר חורבן בית המקדש השני על ידי הרומים, ירושלים היא בירתה של מדינת ישראל, כמו גם מקום מושבה של הממשלה וכנסת ישראל.
מיום הקמתו, המכון ע"ש לאונרד דיוויס סיפק במה עצמאית למחקר, לחינוך ולשיח בנושאים של יחסים בינלאומיים, בכלל, ושל היחסים הדיפלומטיים ויחסי החוץ של ישראל, בפרט. בעידן הגלובליזציה, המטרה של המכון היא להרחיב את האופקים של הציבור הישראלי כדי להציג בפניהם את המציאות של יחסי החוץ של ישראל, גם מעבר לגבולותיה.

בפני המכון ניצבות שלוש מטרות עיקריות, שלפיהן הוא מתכנן את פעילותו:
• לקדם את המחקר בתחום הלימודים הבין-לאומיים, תוך אימוץ ראייה בין-תחומית רחבה, אשר לקוחה מתחומי ידע שונים.
• להציג נושאים כלליים של מדיניות בין-לאומית לציבור הישראלי, ועל ידי כך לטפח את השיח הציבורי בנושאים אלו.
• להעמיד לרשות הדרג המדיני בישראל את הידע והניסיון של חוקרי המכון בתחומי הביטחון ויחסי החוץ.

משנת 1972, המכון ע"ש לאונרד דיוויס שימש כמרכז שבו חוקרים מתחום הלימודים הבין-לאומיים, מדע המדינה ותחומי מחקר אחרים באוניברסיטה העברית, כמו גם מאוניברסיטאות אחרות ומרכזי מחקר נוספים, יכולים לפתח ולרכז יחד תוכניות מחקר. אף כי מבחינה פורמלית המכון מעוגן בפקולטה למדעי החברה, הרי שלצורך מימוש יעדו, המכון הוא מטיבו מרכז מחקר על-תחומי ועל-פקולטאי.
בעוד שמכונים אחרים שעוסקים בתחום היחסים הבין-לאומיים ובמדיניות האסטרטגית של ישראל נוטים להתמחות בנושאים פנימיים של מלחמה ואסטרטגיה, מכון דיוויס כולל במסגרתו מחקר בתחום יחסי החוץ, דיפלומטיה, משפט בין-לאומי ומוסדות בין-לאומיים, משא-ומתן ויישוב סכסוכים.
קהל היעד של המכון מורכב מהקהילה האקדמית, ממוסדות הממשלה שבירושלים, הסגל הדיפלומטי, אמצעי התקשורת, והציבור הרחב. המכון מקבל בברכה אורחים מחו"ל ומספק להם את האפשרות לחלוק את רעיונותיהם ומחקרם עם אנשי אקדמיה מקומיים.
המכון ע"ש לאונרד דיוויס תורם חלק ניכר מתקציבו למלגות מחייה ולמענקים, במטרה לקדם את המחקר בתחום הלימודים הבין-לאומיים של תלמידי מחקר באוניברסיטה העברית, של תלמידי בתר-דוקטורט ושל הסגל האקדמי. המכון מנהל פרוייקטים מחקריים ומקיים פעילות ציבורית מגוונת הכוללת כנסים בין-לאומיים, סדנאות וימי עיון בסוגיות מרכזיות העומדות על סדר היום הלאומי.
כמו כן, המכון מפרסם מאמרים וספרים בעברית ובאנגלית ומוציא לאור את כתב העת "פוליטיקה", למדע המדינה וליחסים בינלאומיים. The Leonard Davis Institute of International Relations was established in 1972 at the Hebrew University, thanks to the generosity of the American philanthropist whose name it bears. Westward are the domes and spires of the Old City of Jerusalem; to the east, visible on a clear day, are the Dead Sea and the Mountains of Moab; and to the south are the tower of the Augusta Victoria hospice and the Mount of Olives. Our identity and mission spring from our position of privilege and responsibility in one of the most fascinating historical cities in the world, the site of holy places cherished by the three monotheistic religions—Judaism, Christianity, and Islam. Two thousand years after the destruction of the Temple of Herod by the Roman legions, Jerusalem is the capital of the reborn State of Israel, as well as its seat of government. Since its inception, the Leonard Davis Institute has provided a nonpartisan and independent platform for research, education, and discussion on issues of international relations in general and Israel’s diplomacy and foreign policy in particular. Small countries are inevitably engrossed in parochial issues. But in an age of globalization and interdependence, our aim has been to broaden the horizons of the Israeli public to encompass the realities of international affairs beyond Israel’s borders. The Institute has three broad aims when planning its programs. To promote research in international relations theory, adopting a broad perspective that draws on a variety of disciplines. To present the universal themes of international politics to the Israeli public, thereby enhancing the national discourse on these matters. To put the Institute’s expertise and consulting capability at the service of national institutions conducting the security and foreign affairs of Israel. Since 1972, the Leonard Davis Institute has served as a center where researchers from the International Relations, Political Science, and related departments at the Hebrew University, as well as from other Israeli universities and academic centers, can develop and coordinate research programs. To this end, the Institute, although formally anchored in the Faculty of Social Sciences, is by its nature and statutes an interfaculty and interdisciplinary body. While other institutes of international relations and strategic affairs in Israel tend to specialize in local issues of war and strategy, we include questions of external affairs, diplomacy, international law and institutions, and negotiation and conflict resolution. Geographically, we emphasize the international relations of the Middle East, the Mediterranean, North America, and Europe (including Russia). Our audience encompasses the academic community, Jerusalem’s governmental institutions, the diplomatic corps, communications media, and the interested general public. We welcome visitors from abroad and provide them with the opportunity to share their ideas with colleagues here. The Leonard Davis Institute provides generous funds to promote research at the graduate, postgraduate, and senior levels. Visiting fellows enrich the scope of the institute, and we foster cooperative projects with sister institutions abroad. In addition to our program of lectures and workshops, each year we run at least three international conferences. We publish a Hebrew-language journal on politics and international relations and a "Working Papers” series in both English and Hebrew.

A new article by Dr. Daniel Wajner and Hakkı Taş examines how populism operates in foreign policymaking under conditions of protracted conflict, focusing on the Levant as a distinctive subregional setting.

The article argues that existing theories of populism, largely developed from Latin American and European cases, do not fully capture contexts shaped by territorial contestation, transnational identity cleavages, and chronic securitization.

Focusing on Turkey under Recep Tayyip Erdoğan and Israel under Benjamin Netanyahu, the authors show how the core dynamics of populist foreign policy, politicization, personalization, and centralization are shaped by the specific conditions of the Levant. Despite differences in regime type and ideology, both cases display similar patterns in the reorganization of foreign policymaking.

תמיד התעניינתי בפוליטיקה בינלאומית ובתואר הראשון נחשפתי לעולמות תוכן מגוונים ומרתקים. היה לי ברור שאני רוצה להמשיך ללמוד ולחקור עוד ומסלול תל”ם היה בדיוק מה שחיפשתי.

✨ספרי על חוויה משמעותית מהמסלול.
השתתפתי בסמינר של שבוע וחצי ברומא בנושא תפוצת נשק גרעיני עם דוקטורנטים ממדינות שונות כמו מצרים, פקיסטן ופולינזיה הצרפתית. לא רק הסמינר היה ממש מעניין אלא גם המפגש עם אנשים שאחרת לא היה יוצא לי להכיר.

✨איזה תחום מחקר ביחסים בין-לאומיים מעניין אותך במיוחד?
אני מתעניינת בפוליטיקה של ידע בהקשר של בינה מלאכותית יוצרת. אני מאמינה שאנחנו רק מתחילים לראות את השפעות ה-AI על עיצוב הידע ואת הפוליטיקה הבינלאומית סביב זה ושחשוב לפתח את תחום המחקר הזה.

What happens when populist rhetoric meets security policy?

A new article by Dr. Daniel Wajner and Anna Wojciuk examines how Poland’s Law and Justice (P*S) government shaped security policy between 2015 and 2023.

The study finds that P*S had its strongest impact on the ideas and institutions surrounding security, politicising security narratives, broadening perceptions of threats, and intensifying the domestic use of security discourse. At the same time, Poland’s broader strategic orientation remained largely unchanged.

Major shifts in defence policy, the article argues, were driven primarily by Russia’s full-scale invasion of Ukraine, rather than by P*S’s populist agenda.

הדוקטורט שלי עוסק בתופעת השימוש באנשי וסוכנויות מודיעין לפעולות דיפלומטיות. אני חוקר את הפרקטיקה עצמה, מה המאפיינים וכיצד היא משפיעה על הקשרים ופיתוח היחסים בין מדינות. אני מתמקד בישראל כמקרה בוחן במהלך המלחמה הקרה.

✨למה בחרת במסלול תל”ם?
בחרתי במסלול תל”ם מאחר ומאד נהנתי בלימודים במחלקה בתואר הראשון ורציתי להמשיך למחקר, תל”ם היה המסלול שאפשר את זה ונתן מקום להבין מה מעניין אותי ואיך לעשות את זה.

✨ספר על חוויה משמעותית מהמסלול.
חוויה משמעותית במסלול, שאולי גם מדגישה את היתרון בו, היה שבזכות התמיכה של מכון דיוויס יצאתי לנסיעת מחקר מרתקת בארכיון הנשיא קרטר באטלנטה, ג’ורג’יה. ישבתי בארכיון במשך שלושה שבועות ואספתי חומרים למחקר, שכאמור התאפשר בזכות מימון וסיוע של מכון דיוויס שמעניק לתלמידים במסלול מענקים שונים.

✨איזה תחום מחקר ביחסים בין-לאומיים מעניין אותך במיוחד?
לאורך השנים העניין שלי בתחומים ספציפים ביחב”ל השתנה מאד, אבל באופן כללי אני מאד מתעניין בחיבור שבין לימודי ביטחון ויחסי חוץ בטח כשזה מחובר למקרים היסטוריים. בתקופה האחרונה אני גם מוצא המון עניין בנושאים של אזוריות (regionalism) ובקשרים ופרקטיקות לא פורמליות ביחב”ל.

*גבורה שאין לה תיעוד נשמרת פחות בתודעה*

ללוחמות קרקל, הנחשבות לחי"ר קל, מסבירה טל שניידר, אין מעמד של יחידה מובחרת, ובהתאם אין להן מצלמות קסדה, מערכות תיעוד ומערכי מדיה. המשמעות היא שבניגוד ליחידות נחשבות ומצויידות טוב יותר שלחמו ביום הארור ההוא, אין צילומים של פריצתן למוצב סופה בשעות הבוקר ושל שעות הלחימה הארוכות שלהן בתוכו וסביבו.

כמה חודשים לאחר פרוץ המלחמה שודרה ב"עובדה" כתבת תחקיר רחבה על הסתערותם של לוחמי שייטת 13 על מוצב סופה והצלת חיילים שהיו נצורים בו. הכתבה התבססה על צילומים ממצלמות הקסדה של לוחמי השייטת וגם על קטעי וידיאו שצילמו המחבלים שחדרו למוצב. קרב הבלימה של סא"ל אור בן־יהודה בתוך המוצב ומחוץ לו, שהחל בשעות הבוקר, לא הוזכר, כאילו לוחמות קרקל לא היו שם.

במקרה הזה, העובדה שנשים מוסללות ליחידות חי"ר קל, ש"נחשבות פחות" ומצוידות פחות, מובילה לכך שגבורתן אינה מתועדת, נעלמת מהזיכרון הלאומי וממערך השיקולים לגבי שיבוץ נשים בתפקידי לחימה.

A new article by Dr. Daniel Wajner and Dr. Ofek Riemer examines how populism can weaken relations between intelligence agencies and policymakers- from disregarding intelligence to delegitimizing and gradually capturing intelligence institutions.

Why do some cities feel more inclusive than others?

A new article by Prof. Dan Miodownik and Paz Yaacov examines how cities sustain inclusive coexistence under conditions of diversity and demographic mobility.

The study develops a City Ethos Model, focusing on the interaction between how residents perceive local institutions and their level of population-rootedness.

Drawing on approximately 108,000 respondents across 70 cities in 28 EU member states, the findings show that positive perceptions of institutions are associated with higher perceived inclusiveness. Population-rootedness, however, does not independently create inclusion- instead, it amplifies the way institutional signals are interpreted.

התוכנית הביאה אותי מסדנאות על ביטחון בינלאומי בהירושימה ועד לכנסים במונטריאול ובפינות מוכרות יותר ומוכרות פחות מסביב לגלובוס. קשה לי להאמין שהייתי דורך בהם בקונסטלציה אחרת.
