The solution to the housing crisis in Israel is to simply approve more land for construction and to increase the competition among building contractors.

This is good, but not good enough. Hundreds of thousands of housing units must be made available for immediate construction all over Israel. Also, the policies and the system of land auctions must be completely changed. No limits should be imposed, the supply of new housing has to satisfy the demand.

This new tax will further raise apartment prices. What the government needs to do is release lots of land for immediate construction, and to increase the competition between builders. Otherwise, prices will continue rising, and the apartment shortage will worsen.
