Establishment of the Israeli NQF Twinning project

ed June 28, 2015, has set as one of its priorities the development of human capital as well as managing the development of the socio-economic strategy. One of the recommendations of the working group established as a result of this resolution is also the establishment of the Israeli National Qualification Framework, considering the NQF an essential tool in achieving these goals. The planned NQF would integrate and coordinate the various existing education and training sectors, in particular bringing together in the framework all national qualifications. Moreover, it will create equal opportunities to Israeli citizens, holders of these qualifications, with no difference of geographic area, gender, sectorial and religious belonging, enabling them to realise the outcomes of qualification/s they hold and plan future steps both on education and professional training/labour market tracks, and allowing mobility on national and international level. This combination of sytemic integration and conceptual consistency should promote access and lifelong learning for all citizens, also in line with in the Action Plan (section 2.2 - Economic and social cooperation and development as well as section 2.6 - People to people contacts) . To date, the Department for Evaluation of Foreign Academic Degrees (ENIC Israel) at the Ministry of Education has consulted extensively and held workshops, using several TAIEX activities to introduce the idea of NQFs to a range of actors, from education, the labour market and else; all of these activities bringing to the concept of technical assistance through the TWINNING instrument. The TWINNING project with a foreseen budget of 1,900,000 Euro would engage such diverse actors in the early stages of building an NQF. We are pleased to introduce the selected EU Member State, the Italian Republic, represented by the Ministry of Education, University and Research, and we are pleased to have the opportunity to work with our Italian colleagues, who will be working closely with us to implement this project.
