On the day following the return of the living hostages to their homes, and in light of Hamas’s claims that it does not possess all the bodies of the fallen hostages, Col. (Res.) Adv. Lior Lotan, Head of the Shaleg Chair at Reichman University and former Coordinator for Hostages and Missing Persons, stated that Hamas’s position must not be legitimized — a stance that seeks to absolve it of responsibility for fulfilling the agreement until the return of the last hostage.
He noted that although recent days have been filled with immense joy over the return of the living hostages, we must — like seasoned fighters — know how to move forward until all our people are brought home. "As long as the mission remains incomplete, the war is not yet over."

Lotan added that the current agreement is far from satisfactory, and that Israel could have acted with greater determination and resolve. “There were significant Israeli mistakes in the agreement,” he said, “yet we still possess meaningful tools and levers of pressure that can be utilized as we move forward.”
He emphasized that Israel’s strength is measured not only by its military might — the strength of steel — but also by the strength of the human spirit. The combination of both, Lotan concluded, is the key to bringing all our people home.

ביום שלאחר חזרת החטופים החיים לביתם, ולאור טענות חמאס כי אין בידיהם את כל גופות החטופים החללים — אומר אל"מ (מיל.) ליאור לוטן, לשעבר מתאם השבויים והנעדרים וכיום ראש קתדרת שלג לחקר משברים באוניברסיטת רייכמן, כי אסור להכשיר את עמדת חמאס, המבקשת לפטור אותו מאחריות להשלים את ההסכם עד להשבתו של החטוף האחרון. לדבריו, אף שהימים האחרונים לוו בשמחה עצומה עם שובם של החטופים החיים, עלינו, כמו לוחמים מנוסים, לדעת להמשיך קדימה – עד שכל אנשינו ישובו הביתה. כל עוד המשימה לא הושלמה – גם המלחמה טרם הסתיימה. לוטן מוסיף כי ההסכם הנוכחי רחוק מלהיות מספק, וכי ישראל יכלה לנהוג בעקשנות ובנחישות רבה יותר. "בהסכם נפלו שגיאות ישראליות מהותיות," הוא אומר, "אך בידינו עדיין מצויים כלים משמעותיים ומנופי לחץ שניתן להפעיל בהמשך." לדבריו, עוצמתה של ישראל אינה נמדדת רק בכוח הצבאי — בעוצמת הפלדה — אלא גם בעוצמת רוח האדם. השילוב בין שניהם הוא המפתח להשבת כל אנשינו הביתה.

Ambassador Roger Carstens, Former Special Presidential Envoy for Hostage Affairs (SPEHA) and Freedom for Political Prisoners Distinguished Senior Fellow at McCain Institute in the USA, reflected on the difficult dilemmas of hostage rescue at the ICT’s 25th Shabtai Shavit World Summit on Counter-Terrorism at Reichman University. He explained that while releasing dangerous individuals carries real risks, the duty of the state to protect and return its citizens must come first.

He further emphasized that true leadership lies in recognizing the right moment to move from military action to dialogue, a decision shaped as much by instinct as by careful planning.
