In an increasingly contested cyberspace, most states are pushed to choose.
Indonesia doesn’t.
Amid intensifying U.S.–China cyber rivalry, Indonesia navigates a different path preserving strategic autonomy within a deeply interconnected digital ecosystem.
Rather than facing a single dominant threat, Indonesia operates in a constant state of exposure:
from ransomware and phishing
to supply-chain vulnerabilities and system disruptions affecting public services.
This is not about choosing sides.
This is about resilience.
Hedging in cyberspace means:
engaging multiple partners,
diversifying dependencies,
and maintaining control over national digital infrastructure.
As cyber threats evolve into matters of sovereignty and governance,
Indonesia’s strategy is no longer just reactive. It is becoming a model of adaptive statecraft in the digital age.

Playing all sides or mastering the game?
In an increasingly fragmented world, most states are forced to choose.
India doesn’t.
At the 2026 Raisina Dialogue, New Delhi reaffirmed its commitment to strategic autonomy navigating global tensions without being tied to any single power.
From engaging both Israel and Iran amid conflict,
to asserting its own path in a shifting world order,
India demonstrates that alignment is no longer binary.
This is multi-alignment:
engaging all sides, while remaining firmly in control.
As the global order becomes more multipolar,
India’s approach may not just be strategic
it may be a blueprint.

Indonesia’s foreign policy has long been rooted in anti-colonial ideals. But recent developments raise a critical question:
Is Jakarta still speaking with its own voice or increasingly aligning with global power centers?
From orbiting major powers to joining initiatives without clear strategic direction, this shift may signal more than pragmatic diplomacy. It may reflect a deeper pattern: the reproduction of coloniality externally and internally.
When affected voices are sidelined, and the public is treated as spectators rather than stakeholders, foreign policy becomes less about principle and more about power positioning.
So where does Indonesia go from here?

R-UI COMMENTARIES
We are pleased to share our latest publication examining Indonesia’s selective trade engagement with Latin America and Africa.
Rachmasari Nur Al-Husin analyzes why Indonesia’s deeper trade integration has advanced more significantly in Latin America than in Africa despite Africa’s strong commodity complementarity and resilient growth trends. While Indonesia has pursued Comprehensive Economic Partnership Agreements (CEPAs) with Latin American partners, its engagement with Africa largely remains within Preferential Trade Agreements (PTAs).
The commentary argues that this divergence cannot be explained by economic fundamentals alone. Instead, institutional familiarity, accumulated policy learning, and political signalling have shaped the trajectory of Indonesia’s trade diplomacy.
When trade architecture reflects institutional comfort more than market potential, South–South cooperation risks becoming selective rather than strategic.
As global competition intensifies, recalibrating Indonesia’s trade approach toward Africa may become increasingly important for coherent economic diplomacy.

We are pleased to share our latest publication examining structural governance challenges in Indonesia Turkey labor migration
Putri Ayu Ningrum analyzes the practice of dual employment contracts affecting Indonesian Migrant Workers (PMI), where contracts verified prior to departure are altered upon arrival in the destination country.
The commentary argues that these practices should not be understood merely as administrative errors, but as indicators of structural weaknesses in cross-border labor governance. Involving placement agencies, employers, and limited bilateral monitoring mechanisms.
When verified contracts can be revised after arrival, protection risks becoming procedural rather than substantive. As Indonesia expands labor migration partnerships with emerging destinations, strengthening enforceable agreements and cross-border oversight becomes increasingly urgent.

We are pleased to present our latest publication exploring the intersection of defense technology and governance in Indonesia’s AI development trajectory
Wendy Prajuli, Cynthia Sipahutar, and Curie Maharani examine how gender bias in artificial intelligence may evolve from a social concern into an operational risk within military systems. Drawing on global research and Indonesian defense policy documents, the authors highlight a governance gap in addressing bias at the design and implementation stages of defense AI.
As Indonesia accelerates AI integration from UAV analytics to airspace security and military training. The commentary emphasizes the importance of embedding accountability and inclusivity from the outset.
Early-stage development offers not only technological opportunity, but also a strategic policy window.
