Under Hong Kong’s Immigration Arrangements for Non-local Graduates (IANG), eligible non-local graduates who obtained an undergraduate or higher qualification in a full-time locally accredited programme in Hong Kong may apply to stay or return for 24 months without other conditions of stay, if they apply within six months after graduation.

Recent public discussion has noted that Hong Kong’s graduate job market is more competitive, while the government has said the IANG framework remains in place. According to Wen Wei Po, Youth Dorm Tsim Sha Tsui will continue as Tung Wah College's dedicated student residence, while Youth Dorm Sheung Wan will become a second student accommodation point, providing about 120 additional bed spaces for TWC students.

Student housing is becoming part of Hong Kong’s education infrastructure.

Hong Kong’s education-hub strategy is not only about classrooms. Accommodation is now part of the city-level conversation.

The Government launched the Hostels in the City Scheme in July 2025 to facilitate more student hostel supply. As at March 2026, the Education Bureau said 30 applications had been received, with 28 approved, involving about 6,400 hostel places.
