Commercial Banks: The musicians. (HSBC, Barclays, Chase, etc.)

When the Central Bank raises the base rate, it costs Commercial Banks more to borrow money.
The Commercial Banks then pass that cost to YOU (higher mortgage rates, higher loan interest).
