【PolyU CPCE與GUM發布「香港僱員醫療保險指數」： 疫後住院需求急升】
PolyU CPCE聯同企業僱員福利及強積金顧問GUM 發布最新「香港僱員醫療保險指數」季度更新，揭示本港團體醫療保險市場的最新趨勢。數據顯示，醫療使用及費用仍維持上升趨勢，預示僱員醫療保險保費或將延續過去兩年的升勢。

小型門診手術為推動住院保障使用急升的主要因素，反映醫療需求結構正發生根本性轉變。

主要研究發現：
• 住院保障使用急升： 較2024年大幅上升16.5%，當中小型門診手術佔住院保障使用次數高達87%，成為市場主流
• 門診費用重返高位： 門診需求回穩但費用顯著上漲，平均每宗門診費用升至港幣610元，帶動綜合費用指數上升
• 醫療資源分配傾斜： 高達65%的住院保費皆分配於低嚴重性的常規輕症（如脫疣及內窺鏡檢查），而高嚴重性疾病僅佔約16%

PolyU CPCE院長 #阮博文 教授指出，私營醫療保險開支若日後每年按此速度增長，將會對僱主私營醫療保險的負擔能力構成嚴重問題。

, together with corporate employee benefits consultant , released the latest quarterly update of the "Hong Kong Employee Health Insurance Index", revealing the latest trends in the local group medical insurance market. The data shows that healthcare utilisation and costs continue to rise, indicating that employee medical insurance premiums are likely to continue the upward trend seen over the past two years.

Minor day procedures remain the key driver of rising inpatient utilisation, reflecting a fundamental structural shift in healthcare trends.

Key findings:
• Inpatient Utilisation Surges: Increased by 16.5% from 2024, with minor day procedures accounting for as much as 87% of inpatient cases, becoming the dominant trend
• Outpatient Costs Rebound to Peak: While outpatient demand is stabilising, costs are inflating rapidly. The average cost per outpatient visit rose to HK$610, pushing the overall expense index higher
• Imbalanced Resource Allocation: Approximately 65% of inpatient premiums are spent on low-severity, routine cases (such as viral warts and endoscopy), while high-severity illnesses account for only around 16% of resources

【Study Reveals Post-Pandemic Private Health Insurance Expenditure in Hong Kong Surged by Over 60% in Four Years Day Procedures and High-End Outpatient Services Identified as Primary Drivers】
The Hong Kong Federation of Insurers (HKFI) announced on 28 April 2026 the findings of the "Determinants of Post-Pandemic Medical Inflation: An Analysis of Private Insurance Claims Data in Hong Kong" study, commissioned by the HKFI and conducted by the Centre for Ageing and Healthcare Management Research of the College of Professional and Continuing Education (PolyU CPCE) at The Hong Kong Polytechnic University (PolyU).

The study, based on data from Hong Kong's private medical insurance market, found a staggering increase of over 60% in overall medical expenditure from 2019 to 2023, representing a double-digit compound annual growth rate. The core driver of this increase was not the unit price of medical services, but a sharp rise of nearly 70% in the claim frequency for inpatient plans, which is directly linked to a surge in day procedures.

This research analysed over ten million inpatient and outpatient claim records, comprehensively comparing the claim frequency, average bill amount per claim, and total medical expenditure before and after the pandemic (2019 vs. 2023). It provides an in-depth analysis of structural changes across demographics, policy types, and medical networks. The findings reflect a worrying upward trend in medical expenditure and premiums in Hong Kong's private medical insurance market. If effective measures are not taken promptly, the long-term affordability and sustainability of the market will face severe challenges.

香港保險業聯會（保聯）委託香港理工大學專業及持續教育學院（PolyU CPCE）老齡化和醫療管理研究中心進行的「疫情後醫療通脹的決定因素：香港私人醫療保險索償數據分析」研究於2026年4月28日正式公布。

從本港私人醫療保險市場的數據研究發現，2019至2023年間，整體醫療開支錄得超過六成的驚人升幅，年均複合增長率達雙位數。增加開支的核心原因並非醫療服務單價，而是住院保障計劃的索償頻率大幅上升近七成，尤其與日間醫療程序的急增有直接關係。
