Celebrating 9 Years of Impact: Closing Announcement of the CSHK
After nine incredible years of bridging the gap between academic research and real-world policy, the Research Centre for Sustainable Hong Kong (CSHK) at City University of Hong Kong will be concluding its operations this June 2026, coinciding with the retirement of our Director, Professor Linda Chelan Li.
Since our launch in June 2017, CSHK’s mission has been to tackle the region's most pressing sustainability challenges. Looking back, we are immensely proud of how our community navigated rapidly changing landscapes to deliver rigorous, action research across critical sectors: the strategic role of Hong Kong in the Belt and Road Initiative and in the Greater Bay Area, the estimation of Hong Kong’s financed emissions and net-zero policy, AI ethics and governance, COVID-19 policy responses, insolvency and restructuring law and policy, land use and equitable housing, youth development, mental healthcare, to DEI (Diversity, Equity, and Inclusion) in workplace amongst others.
Through the Sustainable Hong Kong Research Hub (SusHK Hub), we successfully connected thousands of practitioners across industry, business, and government with leading scholars, turning theoretical research into tangible, real-life solutions.
Heartfelt thanks to our incredible co-associate directors, Prof. Liang D**g and Prof. Linda Tjia, our long-time former associate director Prof. Phyllis Mo, our dedicated team of past staff and research assistants, including Jeffrey Chung, K.O. Li, Ray Chan, Benny Kwok, Jennifer Hung, Layla Xin Yan, J Chan, Yamin Xu, Cleo Wong, Charles Wong and Iris Kam, and the many doctoral students and post-docs and visiting fellows whose work contributed to the vibrancy of the Centre.
Most importantly, thank you to our members and partners. While the Centre itself is closing, the community we built remains. We trust that the connections and collaborative spirit we fostered will continue to spark new collaborations and innovations for Hong Kong’s future.

Taking a video on our research on Belt and Road at the invitation of the Belt & Road General Chamber of Commerce for its ‘Online Exhibition of 100 Stories of the Belt and Road’. Our work started in 2016 and our team comprising faculty and research staff from disciplines of public policy and administration, ethics, economics & finance, accountancy, law, engineering, urban studies and environmental science have engaged extensively with governments, industry and business, researchers and think tanks in Hong Kong, mainland China and overseas including a good number of countries along the Belt & Road. Two books consolidated our major findings and analysis, in addition to dozens of policy papers and working reports to facilitate discussion amongst policy and business circles with policy recommendations. I am happy that many of our suggestions and recommendations, such as the strengthening of HK’s role as an international arbitration-mediation hub, the improvement of the listing arrangements and governance structures to extend our servicing scope as an IFC, and development of green finance and Islamic finance, have been incorporated in recent measures and informed ongoing discussions. Thanks to the dedication of our team and colleagues, and the proactive collaboration of our research partners in various sectors!

Recently, the research team published CSHK Policy Paper #42, examining Hong Kong's strategic role in the development of the China-Laos Railway. Since its launch, the railway has successfully enhanced cross-border trade and regional development, accelerating similar railway cooperation initiatives between China and ASEAN countries.
This policy paper analyzes the railway's achievements, market potential, and operational challenges while offering recommendations on how Hong Kong's professional services can strengthen railway operations. It represents the first part of the Exploring Laos and Thailand Series, which draws on insights from the research team's July 2025 field visit to both countries. We extend our gratitude to Belt and Road Pioneer for organizing this valuable research opportunity.

Centre associate Prof. Pranab Kumar Panday and centre director Prof. Linda Chelan Li together published a policy paper on "Rethinking Border Crisis: Responsible Responses to the Rohingya Crisis in Bangladesh".
In this policy paper, they examine how the Rohingya refugee influx in Bangladesh's Cox’s Bazar district has posed challenges to fragile local communities and tested governance capacity. The analysis of Bangladesh's response approach to Rohingya crisis and the comparative lessons from other countries facing forced displacement demonstrate the significance of integrating refugee management with local development in addressing these challenges. They finally propose four policy suggestions for implementing the integrated approach to forced migration governance.

今年7月至9月,本中心研究團隊陸續發佈了四份政策建議書,針對智障人士支援、學生精神健康、古跡活化、留學生政策等重要議題,提供獨到的分析及可行的政策措施。這些政策建議書已經提交到港府相關部門,為2025年施政報告的制定提供建議。
其中,關志健、馬錦華、李芝蘭、郭儉合作發表的《改善智障人士及其家庭的支援系統》(CSHK37號建議書),針對現有殘疾人士支援系統中「個案管理」服務效果不如人意的問題,提出建立一支擁有協調權力、掌握殘疾家庭資料的專業隊伍,將現行的「被動式分割服務支援」轉變為「主動式無縫個案管理」。
邱誠武、陳曉園、許淑嫻、楊劍雲、李芝蘭的《應對學生自殺:以學校為本的「三層應急機制」及改善建議》(CSHK38號建議書)則基於焦點小組討論結果,呼籲延續早前暫行的「三層應急機制」,以應對仍然高企的學生自殺趨勢,並提出五個具體的改善方向。
李芝蘭在《結合古蹟活化推廣「無處不旅遊」的幾點建議》(39號建議書)中指出,文化歷史資源是港府實施「無處不旅遊」政策的重要元素,並提出三個具體建議,以進一步提升活化古蹟、吸引旅客的成效。
李芝蘭、巫麗蘭、Iman Harymawan、Y Ratana、陳鳳翔、李建安、羅曼組成的研究團隊發現,港府目前建設「國際專上教育樞紐」工作面臨著留學生生源單一化的挑戰。他們在《構建國際專上教育樞紐:吸引東盟學生來港升學的思考》(40號建議書)中分析了該趨勢,並建議可針對東盟旺盛的留學需求,採用更具針對性的政策,以促進生源多元化。

中心總監李芝蘭教授于今年6月發行的《全球視野下的中國經濟探索》一書中發表了文章《推進粵港澳大灣區高水平、制度化開放》。該文由李教授在2024年6月舉辦的“2024北大匯豐智庫論壇”*圓桌對話整理而成,強調了大灣區促進國家改革開放發展的戰略角色,呼籲在大灣區公開實施一些更加開放的措施,如開展信息自由流通的改革試點,以加強國際社會對中國發展的信心和參與熱情。

Centre Director Prof. Linda Li was invited as a featured speaker of the Lien International Conference on Good Governance 2025
“Global Resilience and Cultural Diversity” on July 21-22. This conference is held by the Nanyang Centre for Public Administration, NTU and the International Institute of Administrative Sciences.
In the panel discussion on Building Resilience in Times of Turbulence, Prof. Li shared her insights on how China can leverage Hong Kong to improve its international integration, particularly through the Greater Bay Area strategy, and hence to navigate through the global volatility, political unrest, trade tensions, and other challenges.
