When AIIB is firstly introduced, people have some impressions of having AIIB duplication the functions of other institutes previously established in Hong Kong.

AIIB is not only Its, not only BS, not only Energy, not only Efficiency, not only… AIIB covers a much broader and additional territories like Structure, Architectural, Safety, Environment, etc. The most important is that AIIB echoes with the Government regulations, guidelines and practices in buildings. It acts as an independent and academic institute to offer consultancy, researches, reviews, feedback, practical advice, evaluations to the Community and the Government.

Members are informed that AIIB have been invited by the Council for Sustainable Development’s Support Group on Long-term Decarbonisation Strategy as a Supporting Organisation of the public engagement on long-term decarbonisation strategy.

•Background•

[Council for Sustainable Development]

The Council for Sustainable Development (“SDC”) is an advisory body appointed by the Chief Executive to advise the Government on the promotion of sustainable development in Hong Kong. The SDC has in the past conducted a number of public engagement exercises, covering key sustainability topics such as air quality, sustainable built environment, energy savings in buildings, municipal solid waste charging and sustainable consumption of biological resources. Subsequently the SDC submitted reports with recommendations to the Government, incorporating views collected during the engagement campaigns. Details can be found at www.susdev.org.hk.

[Public Engagement on “Long-term Decarbonisation Strategy”]

Climate change and sustainable development are closely related. Climate change affects the living conditions of mankind as well as the basis for social and economic development. At the same time, society’s priorities and resources allocation on “development” also impact on Greenhouse Gas (“GHG”) emissions and climate change. Pursuant to the Paris Agreement, all contracting parties should strive to formulate and communicate long-term low GHG emission development strategies by 2020 with a view to holding the increase in global average temperature to well below 2.0 degrees Celsius above pre-industrial levels, while pursuing efforts to limit it to 1.5 degree Celsius. As a responsible member of the global community, Hong Kong needs to draw up our own mid-century long-term low GHG emission development strategy.

For the above reasons, the SDC has decided to initiate a public engagement on “Long-term Decarbonisation Strategy”. Through the bottom-up approach and engagement with stakeholders, the SDC hopes to arouse public awareness of the impact of carbon emission. The public engagement would also provide a platform to gauge the views of the community in formulating Hong Kong’s mid-century decarbonisation target, as well as developing feasible strategies and actions to achieve that target, thereby contributing to the global decarbonisation effort.

•Our Role as Supporting Organisation•

- to disseminate information and messages about this public engagement to members;
- to promote the public engagement in its activities and programmes;
- to encourage our members to participate in the public engagement; and
- to tender views and comments on possible strategies and policies on long-term decarbonisation strategy.
