This white paper, released ahead of the 15th Malaysian General Election, describes and addresses the fundamental challenges facing the country in an attempt to create a new narrative with regards to national development.
The vision of our report is to help Malaysia build the capabilities of providing prosperity to all citizens – regardless of race, religion, and socioeconomic class – and in a way that does not sacrifice societal and environmental integrity.
This vision is enabled by five key Pillars of transformation, around which the report is structured:
1. Reshaping Malaysia’s Economic Fundamentals: Valuing People & Environment
2. Prioritising Self-Sufficiency: Building True Resilience
3. Creating Shared Prosperity for All: Calling Time on Rent-seeking & Race-based Policies
4. GLC and GLIC Reform: From the Ashes of Business-as-Usual
5. A Unified Education System for All Malaysians
If you are interested in Malaysia’s development, then this white paper is for you. We hope that readers will find the report’s ideas of interest and share this far and wide, so diverse conversations may arise on the transformations needed in Malaysia.
We would like to express our sincere thanks to everyone who contributed to the production of this report.

Much of the commentary on China has recently been focusing on its new, stricter stance with its big tech companies. Many have expressed concern that these steps may hinder the development of China’s tech scene.
Yet the application of this firmer policy approach on ‘ed tech’ (the combination of IT tools and educational practices to enhance education) might illuminate the steps being taken by the CPC to address tech-enabled inequalities.
“Online education startups raised over $10 billion in 2020, ” writes Shen Lu for Protocol, describing how ed tech providers, keen for their share of this investment have “exacerbated education inequality, a huge pain point for hundreds of millions of Chinese families.”

This privilege manifests in three powerful ways, from influence over the "international rules-based system" to leadership in multilateral organisations and the use of sanctions.
