於二零零五年十月由曾劍華 Tsang Kim Wa、黃思珩Celia Wong ccfish 創立，及後於二零零六年九月一日註冊，是一個集中於推廣藝術及藝術教育的非牟利團體。從二零零七年後由Celia繼續緊技發展下去, 與不同的學校及組織合作舉辦藝術工作坊.二零零八Celia以導師的身份與NGO開展通過藝術創作過程為治療的工作坊.

遊藝樂圓的所有計劃圴是由不少於六節的工作坊開始，學員會在藝術家的啟發下，讓學員對藝術有更深入的理解。在寓學習於遊戲，寓遊戲中吸取藝術養分的目標下，讓學員明白藝術並不屬於高層次的類別，而是生命、生活中的一部分。

二零零八開始的藝術為治療的工作坊, 目的是透過表達性的藝術創作過程來舒緩情緒,漸漸從內心的自我了解,從更認識自己而達致自我成長
