The face of the dead man shown in the picture was not covered during the janaza at the Masjidul Haram.
What is the reason?
Because he has died in the state of Ihram and whoever dies in the state of Ihram, whether he is performing Hajj or performing Umrah, he must cover his clothes, his face and head will be uncovered.
Because
The Prophet (peace and blessings of Allaah be upon him) ... When a person dies in Ihram, he says:
(Shroud him with his clothes, and do not cover his head or face, for Allah will raise him up on the Day of Resurrection while reciting Talbiyah (Labbaika Allahumma Labbaik)).
