ls to start with. Private Schools in those days could be counted at finger tips. After Independence, Government placed more emphasis on the fact that children could turned into better citizens and more efficient workers if they could read and write than if they could not. Education was recognized as an instrument for increasing National productivity and output, hence Government passed a law making it compulsory for all children of school going age to be in school. This law, immediately, placed on Government the Heaviest burden of all its commitments-to provide buildings, furniture, the necessary facilities, trained teachers, administrative personnel, staff accommodation, transportation, salaries, and other benefits for all categories of school staff. These educational facilities were to be provided by Government in every single city, town, village and hamlet in every part of the country. In every human circumstance, this was an impossible task for Government. Thus, in the Educational Act of 1961, Government provided a section which made it possible for individual citizens and organizations, to privately open and run schools, to be supervised by the Ministry of Education, to supplement Government effort. This opened the way for the flow of private provision of funds, infrastructure, and other facilities to appropriately augment Government effort. The early crop of private schools sprang up after 1961, and were mostly located in urban capitals side by side with public schools. In every developed and developing sub-urban and rural areas where there were no, public schools, the private schools continue to provide for teaching, learning and training.
