The Ghana Revenue Authority (GRA) has officially begun collecting the newly introduced “D‑Levy” (a GH¢1 per litre fuel levy) as of July 16, 2025. This change means that motorists are now paying GH¢1 extra for each litre of petrol and diesel, bringing petrol prices up to approximately GH¢12.59 per litre .
Originally set to start in early June, the levy was postponed from June 9 to June 16, and then delayed again until mid-July . It’s part of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), aimed at generating revenue to settle outstanding debts owed to independent power producers and avert electricity shortages .
While the government insists the levy itself doesn't automatically raise fuel prices, analysts warn that retailers will likely pass the additional cost onto consumers. Indeed, petrol prices have already climbed to GH¢12.59 per litre .

📉 Mahama’s Five Major Cost-Cutting Moves in the Past Six Months
President John Mahama has rolled out a series of austerity measures aimed at reducing government expenditure and channeling savings into vital sectors like education, health, and infrastructure:
1. Cancelled DSTV subscriptions
— All government offices, including Jubilee House, have had satellite TV subscriptions terminated .
2. End of fuel coupons
— The provision of fuel coupons to officials has been abolished as part of the government's efficiency drive .
3. Scrapped fuel allowances
— Fuel allowances and vehicle allocations for political appointees are no longer in effect .
4. Reduction in ministries
— The number of ministries has been cut from 30 to 23, merging smaller portfolios to trim administrative overhead .
5. Streamlined official travel
— Non‑essential conference travel and delegation sizes have been significantly reined in to limit costly international trips .
