ENGINEERS WITHOUT PROFESSIONAL LICENSE WILL FACE PROSECUTION

The President of the Ghana Institute of Engineering (GhIE), Ing. Reverend Professor Charles Adams says engineers without professional licensing will, from November 2021, face prosecution under the Engineering Council Act of 2011, Act 819 if found practising.

Ing. Adams said this in an interview with Citi News during the induction of 45 new members and the inauguration of the Western, Western North, and Central Regional Chapter office in Takoradi.

He explained that the licensing measure is to ensure professionalism in engineering to prevent a repeat of recent numerous deadly construction accidents in the country.

“In this country, occasionally you will hear that a building has collapsed, you will hear about people dying from the practices of people who call themselves engineers. Not all these people may necessarily be professional engineers. So under the Act, all that we are saying is we need all persons, whether they are craftsmen, technicians, technologists, or engineers, to append their signature to get a licence to operate in order not to fall foul of the law. Why? Because in this country, starting somewhere in November, if you practice engineering, or you call yourself an engineer without a licence, you can be taken to court and punished.”

“So we are encouraging everyone, whether you are a craftsman, technician, technologist or you have gone to engineering school, and you have been taken through the knowledge of becoming an engineer, you need to find the appropriate licensing body of the Engineering Licensing Council of Ghana, and the Ghana Institute of Engineering is one of them,” he said.

The President of the Ghana Institute of Engineering, however, explained some benefits from getting licensed with a professional body like the Ghana Institute of Engineering.

“We will take you through the process of mentoring and then guide you to become a professional in whatever occupational category of group you belong to. This way, we believe we can minimise unprofessional things like collapsing of buildings and general shoddy works that don’t last,” he added.

The Vice-Chancellor of Takoradi Technical University, Rev. Prof. George Frank Eshun, who hosted the 28th induction ceremony at TTU, said the role of the institute has become rifer due to the recent shoddy works in the country.

Rev. Prof. Eshun, however, said TTU has thus made it compulsory for all engineering students to register with the Ghana Institute of Engineers for certification.

“Your coming to TTU campus and our provision of an office for the 7th Branch means a lot to the students that we are training. So all the engineering students would have to be enrolled in this association, and by the time that they leave Takoradi Technical University, they should be able to pass and be certified members of this association so that they can go and work to serve mother Ghana,” he said.

The Executive Director of the Ghana Institute of Engineering, Ing. David Kwatia Nyante said an unethical professional is a danger to society, hence advised the 45 newly inducted members belonging to the Professional Engineers occupational group of the Institute to be active, understand the ethics of the institute and work with it, as well as mentor others.

Ing. Leslie Alex Ayeh, who is the immediate past President of the Institute, encouraged the new members to become heroes for Ghana’s development.

“Today, you are being given the ammunition to be a partaker in the redemption of Ghana. What is your verdict? Are you going to join the heroes to overcome the challenge?… Stand up and be counted now, for tomorrow would be too late,” he said.

The Ghana Institute of Engineering was founded in 1968 to promote quality engineering practice in Ghana comparable to global standards.

GhIE PRESIDENT

Professor Ing. Rev. Charles Anum Adams is a distinguished professional Civil engineer, scholar, university professor, and a minister of the gospel of Jesus Christ. He started life in Sekondi -Takoradi, specifically Railway Quarters where his parents Bennett Lartey Adams (deceased) and the Madam Dora Scott worked with the Ghana Ports and Harbour Authority and the Ghana Railway Corporation respectively. He therefore was one of the Quarters boys who played football at NICO park and was often at the beach catching fishes and crabs. He grew up in a family of five boys and a girl but has several other siblings from his father.

Ing. Prof Adams never attended a pre-school but his strong desire to learn propelled him to follow his siblings to school while dressed in his older brother’s oversized khaki uniform. He attended the Takoradi Key Primary/Experimental School, West Ridge School in Sekondi and the Takoradi Junior Secondary School (now Bompeh Day Secondary Technical School, Takoradi). After completion, he enrolled at the Ghana Secondary Technical School (GSTS) where he completed his GCE O’ Level and A levels in 1984 and 1986.Ing. Adams probably is one of the very few people who experienced both the JSS concept and the O’ Level and A Levels.

He obtained a BSc. in Civil Engineering, First Class Honors in 1991 at the College of Engineering, Kwame Nkrumah University of Science and Technology, Kumasi, and was the recipient of several awards including the Levine Prize for the Best Engineering student, the Iddoris Allotey Prize for the best in Engineering Mathematics, and was awarded a British Council ODA Fellowship to pursue postgraduate studies in the Imperial College of Science, Technology and Medicine of the University of London (UK) where he obtained an MSc in Transport and earned a Diploma of Imperial College (DIC) in 1993.He later enrolled for a PhD in Civil Engineering with a specialization in Transportation during which he was a visiting scholar to the Indian Institute of Technology Madras (IITM), Chennai, India and University of Birmingham. He has a Postgraduate Certificate in Strategic Leadership and Change Management from the Maastricht School of Management, Netherlands.

He started his career as a teaching assistant at KNUST in August 1991 and was appointed as Lecturer in the Civil Engineering Department on 22nd November 1993.He has had mentors like Ing Prof. Nicholas K. Kumapley (deceased), PP Ing. Prof. Kwesi N. Andam(deceased) and PP Ing. Nana Asafo Boakye(deceased) and Ing. Sir Fred. Akwaboah, Ing, K.Asare Yeboah, indeed, many seasoned Engineers and Past presidents have mentored or influenced his thoughts and manner of life. To all you great fore runners I want to say thank you.

Ing. Prof. Adams was the moderator of Civil Engineering Programmes in KAAF University College, Buduburam and the Accra Institute of Technology. He was the Programme manager for the Road and Transportation Engineering Programme(RTEP), head of the Road and Transportation Engineering Section, Civil Engineering Department, KNUST and the founding Centre Director and visionary of the Regional Transport Research and Education Centre Kumasi (TRECK), a World Bank African Centre of Excellence in transport., He is also the Leader for the Centre for Sub Saharan Transport Leadership (CSSTL) all hosted at the Kwame Nkrumah University of Science and Technology, Kumasi.

Prof. Charles Adams is also an astute Engineer whose practice and impact as a Civil/Transportation engineer spans over 28years in Ghana and Africa. He is a Registered Professional Engineer. Since 2004, he has served in various capacities as member of GhIE Regional executive (Ashanti), National Councilor, Executive committee, and other committees of Council of the Ghana Institution of Engineering (GhIE). He is Fellow of the GhIE and in 2019 was elected as the President Elect of the Ghana Institution of Engineering with the most votes in the contested presidential bid.

He has worked as Consultant on several projects in Ghana, Republic of Sierra Leone, Uganda, and Liberia. He has distinguished himself as a professional engineer and consulted at the National level for both private and public projects and has undertaken several assignments for development partners such as the World Bank Group, European Union, the GTZ, and JICA to mention a few.

Ing. Prof. Adams has expertise in traffic and transportation infrastructure systems planning, design, monitoring and maintenance. He has taught multiple courses in Transportation planning, operations and engineering, Engineering economics, Transport Economics, Road asset management, Geometric design of Infrastructure, Transport and society, Road safety and has also provided training, consultancies and technology transfer at all levels for the Ministry of Roads and Highways, Department of Urban Roads Ghana Highway Authority, National Road Safety Commission and the Kumasi Metropolitan Assembly.

Ing. Prof Adams is also a minister of the Gospel in the United Denominations Originating from the Lighthouse Group of Churches (UD-OLGC),appointed pastor in 2000, ordained as revered minister (2010) by the Founder, Presiding Bishop and Leadership mentor, Rt. Rev. Bishop Dag Heward-Mills.

Ing. Prof Adams believes in youth development and has championed a series of programmes to develop the youth including the finishing school seminars, Science Fairs and STEM career fairs for second cycle schools in Ghana, a programme which has reached several thousands of young students, providing them with guidance for tertiary programmes selection and career choices. He has a dream to build the first ever “Artisan University” for the training of creative people for the development of Africa.

Whether as a university professor, professional engineer, pastor, family man, youth counsellor, marriage counsellor etc, He can best be described as a well-rounded, practical, hands-on person, people focused, a problem solver, critical thinker, innovative, diligent and afirm believer in the development of the youth and a dreamer; A born engineering educator.

He lives in Kumasi with his lovely wife Mrs. Josephine Adams and three children Stephanie Pearl, (a trainee Civil Engineer) Daniel and Carl Teddy.

Complete the form (form to be endorsed by either 2 Professional Engineers or Senior Professional Engineers)
Attach 2 passport size pictures
Attach a CV

Attach copies of relevant academic certificates
For persons with BSc, MSc, PhD, you will apply as a TPE (Trainee Professional Engineer).
Holder of an HND will apply as a TPET (Trainee Professional Engineering Technologist). The same process applies to Technicians and Craftsmen. This is the entry process for a person with any of the above certificates.

HND – GH¢530.00
Student – GH¢30.00
To move to the Professional Classes, one should have at least 3 years working experience after graduation.

Attend a Pre-examination workshop (at a Fee)
Complete the membership application form
Attach 2 passport size pictures
Endorsement by PE/SPE & F (any of these 2)
Submit a Career Report.

After fulfilling the above, you will be invited for the professional examination once you are confirmed (at a Fee)
Results are released between 2-3 months after writing the exam
If successful, candidate gets inducted (at a Fee). If unsuccessful, candidate is given the opportunity to re-sit the examination.

NB: The examination is written twice in a year; June/July and October/November.

Ing. David Kwatia Nyante succeeds Ing. Kwabena Agyepong as Executive Director of Ghana Institution of Engineering (GhIE).

The Governing Council of the Ghana Institution of Engineering (GhIE) has appointed Engineer David Kwatia Nyante as the Executive Director of the Institution, effective July 1, 2021.

He takes over from Engineer Kwabena Agyei Agyepong, who has successfully completed his term of service. David Kwatia Nyante has about 3 decades of experience in engineering and management.

Speaking to the media on his vision for the institution, the Executive Director of GhIE said he is thankful for the opportunity to serve the GhIE.

He indicated that as the head of the Secretariat, he will help build and develop a world class professional body with Integrity, Accountability and Excellence in the practice of Engineering in Ghana.

Engineer Nyante is a Fellow of GhIE and holds B.Sc. Civil Engineering (University of Science and Technology, KNUST, Ghana; M.Sc. Construction Management from University of Glamorgan, UK; and Executive Masters in Management from Ashridge (Hult) Business School, UK. He is a Project Management Professional. He was a Council member of GhIE, a member of the membership committee and the Chairman of Research & Awards Committee of GhIE in 2017, 2019/2020.

Until his appointment, the Executive Director run an Engineering consulting firm, BuiltPath Ltd, which offers services such as Design Management, Construction Project Management and Facilities Management Advisory & Inspection.

Engineer Nyante previously worked at Tullow Gh. Ltd as Area Manager, Takoradi from February, 2019 to February, 2020; Project Manager in charge of Infrastructure from March, 2015 to February, 2019; Facilities & Administration Manager from July, 2009 to March, 2015. From January 2008 to June 2009, he worked at Barclays Bank Gh. Ltd as a Project Manager.

He also worked at Coca-Cola Bottling Company of Ghana from August, 2004 to December, 2007 as the Project Manager and later became the Quality System & Regulatory Affairs Manager from October, 2005 to December, 2007. The Executive Director of GhIE worked at ABP Consult Ltd from January 1994 to July 2004 rising to become a Principal Engineer.

Engineer Nyante brings on board a great wealth of administrative and engineering experience to continue the good work his predecessor handed over to him.
