GES RECRUITMENT PORTAL FOR 2022 CoE COHORTS - A system failure or sheer negligence?
The 2022 cohorts of Colleges of Education in Ghana were elated with the news of recruitment by GES few months ago. After their National Service ended in January, there was skepticism about when recruitment was going to be done; it was therefore refreshing to learn that the portal was to be opened for recruitment from July 1st to 31st.
This year's recruitment had a bit of twist to it; it deferred from the norm of GES placing teachers in schools where services were needed. This time, teachers themselves logged onto the portal and then selected from a list of schools where they wanted to be posted - the Self Placement module they call it. This is such a refreshing concept as teachers will get the opportunity to decide where to be posted for comfort and effectiveness. Many teachers and stakeholders applauded this move by Dr. Eric Nkansah, the Director General of the Ghana Education Service. Teachers were happy they were going to make their own choices and decide where to go. Others liked the idea because it meant they get to be close to family. Majority though, had their excitement cut short.
Yes, schools were uploaded onto the portal for choosing, but getting to choose your preferred school was on a first-come-first-serve basis. Those that logged onto the portal late were left with schools at regions and districts far from home; they regret sleeping so much on July 1st, the day the portal became accessible. Technically it was still self placement, but to their place of choice? No! A lot complained but still went ahead to select a school; I mean people really do need the work, right?
The real issue however came when people began to realize that the portal wasn't protected or secure. Teachers got schools chosen for them by people who had access to their index numbers. A huge oversight by the GES technical team. It was the same with teachers uploading their documents onto the portal in the first phase of the requirement process; all someone needed was index number of applicant (which wasn't hard to get) and then log on to delete or change the uploaded documents. Teachers who had schools chosen for them lamented and cursed perpetrators. It's surprising how GES didn't see this coming. Again, a huge and surprising oversight by the GES technical team.
The Ghana Education Service, after realizing this error shut the portal; apparently for maintenance and to allow for reposting. The right course as those that had schools chosen for them can finally select a school themselves. It's close to a month now since the portal was shut. There's no date for reopening for teachers to select schools and for others to re-download appointment letters that had no QR codes. For over three months, teachers have known very little sleep; staying awake in the night and eagerly anticipating the re-opening of the portal in an attempt to beat the first-come-first-serve approach. Deadline for application has been moved up to August 21st from July 31st as a result of this mishap from GES.
Anticipating the re-opening of the portal has been stressful and annoying for teachers. When it finally opens, teachers will have little time to select a school, submit documents to the Regional offices (a tiring experience from those who have been there) school of post and District offices, and then secure accommodation at their place of post, with little time to re-opening of Basic Schools on September 10th.
This whole exercise, initially lauded my many, has now become a nightmare for a lot of teachers. Some have even opined that the recruitment process is a scam and not genuine. I don't think this is how Dr. Eric Nkansah envisioned his first postings as Director would go; due diligence should have been made before the initial opening of the portal on July 1st. As at the time of writing this, there's still no indication the portal is opening soon.
A recruitment exercise which many termed groundbreaking and unprecedented has now been dubbed a nightmare. Should GES have maintained the old ways of posting teachers? Well, others feel they should have. What is certain now is that Dr. Nkansah's unprecedented self placement module hasn't met expectations. Has it been a failure entirely? I'll let you be the judge of that. Is there time for him to redeem himself? Absolutely!

REGISTRATION FOR 2024 GHANA TEACHER LICENSURE EXAMINATION (GTLE) 3
Examination date: 23rd to 25th September, 2024
1. Introduction
The National Teaching Council is mandated by the Education Regulatory Bodies Act 2020 (ACT 1023) to regulate the teaching profession in Ghana. As part of the Council’s regulatory functions, it is mandated to conduct examination for licensing of people who desire to teach.
The purpose of the Licensing Examination is to enable qualified teachers acquire a professional licence and to ascertain whether candidates meet the demands of the National Teachers’ Standards on professional knowledge, practice, values, and attitudes necessary to deliver effectively in schools.
2. Form of the Examination
All fresh candidates shall write three papers which comprise the
i. General Professional Knowledge paper. This paper comprises numeracy, literacy, and essential professional skills contents.
ii. Grade-level Specialism Pedagogy paper. The pedagogies are differentiated by levels of specialisation. That is, Early Grade or Early Childhood, Primary and JHS, SHS/SHTS and Technical Vocational Schools.
iii. Multiple Subjects Content or Single Subject Content Knowledge (subject specialism).
a) Multiple Subjects Content: prospective teachers who are trained for Early Grade/Early Childhood or Primary levels will write Multiple Subjects Content Paper.
b) Single Subject Specialism: prospective teachers who are trained for junior high, senior high or TVET will write one paper in their areas of specialisation.
3. Content Areas and Tables of Specification
Prospective candidates may visit https://ntc.gov.gh/gtle-content/ for detailed content areas and tables of specification.
4. Eligibility for the Licensure Examination.
i. A candidate is eligible to write 2024 GTLE 3 only when he/she has a Bachelor of Education Degree or a Postgraduate Diploma in Education.
ii. Candidates with foreign degrees shall provide a certificate evaluation report from the Ghana Tertiary Education Commission (GTEC) to prove their eligibility.
5. Indexing Process for Fresh Candidates
i. Visit https://indexing.ntc.gov.gh to check your status to determine whether your data have been uploaded onto the portal by your training institution before you start the registration process.
ii. If your details have been uploaded, you shall be indexed before registering for the Ghana Teacher Licensure Examination.
iii. An indexing fee is Fifty Ghana Cedis (GH⍧50.00. However, re-sit candidates shall not go through the indexing process.
iv. Payment can be made at any branch of Prudential Bank Ltd or GCB Bank PLC nationwide or mobile money payment can be made through the short code *772*51 # for Prudential Bank Ltd or *422*151 # for GCB Bank PLC across all networks by using your college or university index number.
v. After successful payment, you will receive a message on your phone which contains your name, indexing number and further instructions.
vi. Visit https://indexing.ntc.gov.gh to verify your details by logging in with your indexing number received on your phone via sms. For the in-banking payment, if you do not receive indexing number immediately you can use your transaction number from the bank which can be found on the payment receipt to log in to verify your details.
vii. Use the indexing number to register for Ghana Teacher Licensure Examination.
NOTE 1
i. A prospective candidate should make payment only when his/her details have been uploaded onto the indexing portal by their training institutions.
ii. A prospective candidate will not be able to pay for indexing at the bank or via the short code if he/she does not have a minimum qualification of a degree.
6. Registration Process
a) Fresh candidates shall pay four hundred and fifty Ghana Cedis
(GH⍧450.00) for three papers.
b) Candidates re-sitting a paper must pay GHȻ 150.00.
c) Candidates re-sitting two (2) papers must pay GHȻ 210.00.
d) Candidates re-sitting all three (3) papers must pay GHȻ 385.00.
i. Payment can be made at any branch of Prudential Bank Ltd or GCB Bank PLC nationwide or mobile money payment can be made through the short code *772*51 # for Prudential Bank Ltd or *422*151 # for GCB Bank PLC
ii. Where payment is made at the bank, candidates must remember to take their Pin and Serial Number from the bank.
iii. Log on to exams.ntc.gov.gh
iv. Enter your e-voucher Serial number and Pin
v. Fill in all the fields and remember to upload your passport-size photograph of less than 250kb with a white background.
NOTE 2
i. Any person who is not qualified or does not have his/her details on the examination portal and goes ahead to make any payment will not have a refund of the money.
ii. NTC will not accept any request for change of photograph after the examination.
iii. Review information provided before submitting.
iv. Print Summary of the inputs made.
v. Read the examination regulations and check the box before submission.
vi. Candidates should keep their Pin and Serial Numbers secured after registration for further use.
Candidates must complete their online registration not later than 5th September 2024
NOTE 3
i. There will be no extension in the time for registration beyond the 5th September 2024 deadline.
ii. Dress code should be formal or professional.
iii. No baby at the examination hall.
NOTE 4
The ongoing registration for the 2024 Ghana Teacher Licensure Examination (GTLE) 3 is for holders of Bachelor of Education or Post Graduate Diploma in Education only. Any holder of Bachelor of Education or Post Graduate Diploma in Education and has a referral in the traditional GTLE (Essential Professional Skills, Literacy and Numeracy) and wishes to write 2024 GTLE 3 must start the process afresh. However, any diplomate who has referrals in the traditional GTLE and wishes to write GTLE in 2024 and beyond must first obtain a degree.

*PROBLEMS PLAGUING THE GES RECRUITMENT OF THE 2022 TEACHER COLLEGE GRADUATES*
We find the current happenings with relation to the recent recruitment drive by the Ghana Education Service(GES) worrying and unsettling. The limited communication as to when exactly the portal for the self posting and onward printing of appointment letters will be live again is very worrying as the date for the deadline is fast approaching despite the extension.
Another matter of utmost worry is the reluctance of some Regional Directors to process the appointment letters of the newly recruited teachers 4 weeks after the Director General categorically stated in his letter dated July 11, 2024, with reference GES/DG/247336/241345 to the Regional Directors to begin the recruitment processes with immediate effect which has now not been materialized but only some few Regions such as Ashanti and Oti. The others are not doing much to heed to the Director’s call which has caused significant financial distress and emotional cost to our Newly Posted Trained Teachers.
Also, some districts within the Oti Region are arbitrarily charging newly recruited teachers an amount of Ghc200.00 in order to process their documents which clearly undermines the integrity of the GES under the tutelage of the director, Dr Eric Nkansah for which we call upon the director to address it with immediate effect.
Complaints from our members about some districts particularly in the Central Region arbitrarily reposting our members to different schools without their consent have been received, which also clearly undermines the usefulness and integrity of the self posting initiative championed by the Director.
We the 21st Century Professional Teachers(COE 2022) wishes to use this medium to appeal to the Director General to look into the above matters raised.
