📢 DFE STATUTORY GUIDANCE UPDATE- WORKING TOGETHER TO SAFEGUARD CHILDREN 2026 📢

The 2026 update sharpens expectations across the safeguarding system, with a clear emphasis on accountability, inclusive practice, and coordinated support for children and families.

Core updates

🔴Expanded safeguarding scope
Applies consistently to all children, including those in kinship, adoptive, and care arrangements, and explicitly includes unborn children where concerns are identified.

🔴Stronger focus on equality and anti-discriminatory practice
Practitioners are expected to actively recognise and challenge discrimination, alongside identifying less visible harms such as coercive control and abusive relationships.

🔴Enhanced multi-agency accountability (MASA)
Greater clarity on roles, responsibilities, and information sharing, with an increased requirement to evidence impact and address disproportionality.

🔴Integrated “family help” approach
Early help and statutory intervention are aligned into a single, joined-up system, built around consistent relationships and multi-agency planning.

🔴Clearer expectations of practice
Reinforces the need for relational, inclusive practice that reflects the lived experiences of children and families.

This update reinforces existing direction rather than introducing wholesale change. The priority is clear:

🔴Deliver inclusive safeguarding in practice
🔴Strengthen partnership accountability
🔴Provide coordinated, family-centred support
🔴Demonstrate measurable impact on outcomes
🔴The expectation is not just compliance, but consistent, evidenced practice across the system.

Every day, safeguarding professionals carry the weight of protecting others, and at RLB Safeguarding Ltd, we’re privileged to support them with the skills, confidence, and insight they need to make that work safer and stronger.

Over the past 2 weeks, our trainers have been on the move training organisations and professionals either face-to-face or remotely:

🟥 Level 3 Safeguarding Supervision for those supporting safeguarding teams

🟥 Level 3 Safeguarding People training to 3 groups of Psychiatry professionals

🟥 Guiding leaders through Level 5 Safeguarding for Leaders and Managers

🟥 Equipping Designated Safeguarding Leads across colleges, universities, housing, charities, healthcare, and training providers with Level 4 Advanced DSL expertise.

🟥 We’ve also brought crucial awareness to taxi services across multiple local authorities

🟥 Explored cultural awareness, and provided essential support around vicarious trauma helping those on the frontlines care for themselves as well as others.

It’s not just training; it’s about empowering professionals, building safer communities, and creating ripple effects that reach children, adults, and organisations alike.

An important note from our MD Rachael

I know there is some time to go... but this is one of the days I have been waiting for...

The government’s post-16 education and skills white paper has finally been unveiled.

As a prior leader in the sector for several post 16 and adult training providers, there were many situations I experienced, where , and were not always given the priority they required by business owners.

We're often confused by guidance that's built specifically around children and young people however the expectation remains that adults are provided with the same support and care without clear guidelines. Those who know me understand that I live and breathe the FE sector and am incredibly passionate about it!

Adult learners have rights to self determination and choice, however at times can become at risk or vulnerable to a variety of harms so it is fundamental that we apply safeguarding to those who fall into the 19+ and beyond category also. We know that in FE we must contextualise safeguarding and understand safeguarding by industry, the learning environment, in the workplace, online, and also in the community to gain a greater understanding of the risks people can face at different times of their young or adult life.

I have personally witnessed many times where many concerns were raised about the leaders and managers of independent training provider businesses and their behaviour towards other staff and their operational priorities, on occasion it was me raising the concern... These concerning behaviours included everything from unlawful dismissal, displaying toxic culture and behaviours, financial crimes, serious safeguarding concerns, safer recruitment concerns, ignoring staff conduct issues and allegations, abuse of a position of trust, sexual harassment, bullying and discrimination, abuse, a lack of understanding around safeguarding legislation, and ‘getting learners in seats mentalities’ as opposed to providing the right support to a person and mapping out quality learning journeys that lead to sustained employment.
