UPDATE: Breckland has published a 408-page interested-party comments bundle, containing 90 submissions via the Breckland Planning Portal regarding the Abbey Estate Appeal.
Of those we could clearly classify as for or against the appeal, 85 are opposed to or materially critical of the plans and just 1 clearly supports the appeal - around 99% against among those expressing a clear position.
Repeated concerns include demolition and displacement, up to 20 years of construction, health and mental wellbeing, elderly and disabled residents, parking, loss of green space, children/SEND, community support networks and continuing uncertainty.
Key organisational responses include substantive concerns from:
• Thetford Town Council formally supports Breckland’s refusal and calls for a “refurbishment-first, infill-led approach”, avoiding unnecessary demolition of sound and adapted homes.
• Keystone Development Trust supports investment in the estate but objects to the proposed replacement community-centre arrangements, raising concerns about accessibility, outdoor space, operational flexibility and locating community uses beneath housing.
• Norfolk County Council has not opposed the appeal outright, but says it would have “significant concerns” if the infrastructure required for the extra 500 homes is not properly secured. Its current requirements include £2.909m for education/SEND plus £92,500 for library provision - just over £3m combined.
AAG’s own submission focused on:
• the continuing uncertainty over which homes may be demolished
• the impact on elderly, disabled and otherwise vulnerable residents
• the effect of prolonged disruption on mental wellbeing and community cohesion
• whether less disruptive alternatives, including refurbishment and infill, have been properly considered
