Newby & Scalby Community Hall – Asset of Community Value

North Yorkshire Council has officially listed Newby & Scalby Community Hall as an Asset of Community Value following a nomination by Scalby & Newby Village Trust.

Although Newby & Scalby Town Council does NOT own or operate the Community Hall, it was asked by North Yorkshire Council to comment on the nomination by Scalby & Newby Village Trust for the Hall to be listed as an Asset of Community Value.

At an Extraordinary Meeting on 22 May, attended by around 50 residents, those present voted unanimously in favour of the Town Council supporting the nomination. The Town Council also voted unanimously to support it.

North Yorkshire Council has now added the Community Hall to its register of Assets of Community Value. If the owner decides to sell, the Council must be notified before the sale can proceed, giving local community groups the opportunity to express an interest and, if they do, up to six months to prepare a bid. The owner is not obliged to accept any offer.

UPDATE 26/5/26 - following the Council meeting on 22nd May, the Town Council has written to North Yorkshire Council in support of the nomination for listing the Community Hall as an Asset of Community Value.

ORIGINAL POST:- North Yorkshire Council has written to the Town Council to say that Newby and Scalby Community Hall (on Scalby Road near the tennis courts) has been nominated for listing as an Asset of Community Value.

The Town Council will be holding an Extraordinary Meeting at 2pm on Friday 22nd May in the large meeting room of the Council offices. Members of public are welcome to attend and offer their comments on the listing nomination. The Town Council will then summarise those comments and, along with its own comments, submit them to North Yorkshire Council for consideration.

The Secretary of State didn't reconsider and the application NY/2025/0030/ENV was refused today. Europa are likely to submit an appeal.

ORIGINAL POST:- On Friday 24th April 2026 North Yorkshire’s Strategic Planning Committee voted that they were minded to refuse Europa’s application for the wellsite and drilling rig on land at the rear of the Mill Yard, Coastal Road, Burniston.

The vote was 11 for refusal, with 1 abstention.

The Committee was “minded to” refuse, but could not immediately refuse, because North Yorkshire Council had received notice from the Secretary of State to say that a third party has asked him to reconsider his decision not to require an environmental statement with the application, which the Secretary of State is going to do. If the Secretary of State decides to reconsider, the Strategic Planning Committee will have to meet again to decide what to do.

The Environment Agency is holding a public drop-in at Burniston & Cloughton Village Hall, YO13 0HJ on Wednesday 3rd September 2025 (12-4pm), to explain what the permit application is for, the role of the Environment Agency in permitting and regulating such activities, and how people can participate in the consultation.
