A quick reminder that the deadline to apply for our Policy Manager vacancy is 9am on Monday 7 September.

We are seeking a Policy Manager to lead IPSEA's policy and influencing work to achieve positive change for children and young people with SEND and their families. You will set strategic policy priorities and develop evidence-based influencing plans that support IPSEA's mission and long-term objectives.

Role details:

🔷 Full-time or part-time (minimum 28 hours per week considered)
🔶 Home-based or hybrid (with frequent travel to events and meetings)
🔷 £40,000 - £45,000 per annum (pro-rata if part-time)
🔶 Flexible working

Proposed SEND reforms would remove the right to appeal decisions about education otherwise than in school (EOTIS).

For some children, their needs cannot be met in a school setting. Many are living with severe anxiety, complex mental health needs or significant sensory differences.

What does this mean?

✔️ Today, families can appeal to the SEND Tribunal if they believe their child requires an EOTIS package.

❌ Under the proposals, the Tribunal would no longer have the authority to make that decision. Instead, it could only ask the local authority to reconsider which commissioning placement is named in an Education, Health and Care plan.

That means families could lose access to an independent decision-maker when they need one most.

Every child and young person with SEND needs to retain their legally enforceable rights, not rely on discretion and aspiration.

Proposed SEND reforms would remove the SEND Tribunal's power to order educational settings in Section I of an Education, Health and Care (EHC) plan.

What does this mean?

✔️ Today, families can appeal to the SEND Tribunal if they disagree with the setting named in Section I of an EHC plan.

❌ Under the proposals, the Tribunal would no longer have the authority to order a placement in Section I. Instead, it could only ask the local authority to reconsider the placement decision.

That means families could lose access to an independent decision-maker when they need one most.

Every child and young person with SEND needs to retain their legally enforceable rights, not rely on discretion and aspiration.

Proposed SEND reforms would remove the right to appeal the special educational needs (SEN) and special educational provision (SEP) written into their child's Education, Health and Care (EHC) plan.

What does this mean?

✔️ Today, if parents disagree with the description of their child's needs (Section B) or the support (Section F) in their EHC plan, they can appeal to the SEND Tribunal.

❌ Under the proposals, the Tribunal would only be able to consider whether your child should receive a Specialist Provision Package and, if so, which package they should receive. It would no longer be able to decide what your child or young person's special educational needs are, or what special educational provision they legally require.

That means families could lose access to an independent decision-maker when they need one most.

Every child and young person with SEND needs to retain their legally enforceable rights, not rely on discretion and aspiration.

Proposed SEND reforms would mean the support your child needs is no longer written into a legally enforceable Education, Health and Care (EHC) plan.

Instead, detailed support would move into a new Individual Support Plan (ISP).

What does this mean?

✔️ Today, the support in an EHC plan is legally enforceable and your child is entitled to the special educational provision they require to meet their individual needs.

❌ Under the proposals, support in an ISP would not carry the same legal protections.

If families disagree with the support provided, or the agreed support in an ISP is not delivered by a setting, the only likely option would be to submit a complaint to the school setting.

Every child and young person with SEND needs to retain their legally enforceable rights, not rely on discretion and aspiration.

The Government has published its proposals to reform the SEND system. We have strongly argued that any reform must not reduce vital existing legal entitlements and safeguards for children and young people with SEND.

Over the coming week, IPSEA will be explaining what the proposed SEND reforms could mean for children and young people with SEND, and why their legal rights matter.

SEND Tribunal pilot for section I only appeals registered from 17 August 2026 📣

The SEND Tribunal is going to case manage appeals which are only about placement differently.

What you need to know for section I only appeals:

🔷 Hearing dates will not be included in the initial case directions sent out on registration

🔶 After the bundle deadline, the SEND Tribunal will respond to any SEND7 Request for change forms (earlier responses will only be in exceptional circumstances) and consider if the appeal is ready to be heard

🔷 If the appeal is ready to be heard, it will be listed for the next available hearing date and/or a JADR hearing

🔶 If the appeal is not ready at that point, the SEND Tribunal will set further directions. This may include a revised timetable or action relating to non-compliance.

A huge THANK YOU to our fundraisers who took on the Bournemouth Inflatable 5K challenge for IPSEA! 🎉🏃‍♀️

Not only did they bounce, climb, slide and laugh their way around the course, but they also raised over £500, helping us to support families of children and young people with SEND getting the education they are legally entitled to.
