📢 A Pivotal Moment in Safeguarding for Greater Manchester!

Today, we were proud to join Greater Manchester Combined Authority (GMCA) and frontline partners for the launch of the UK’s largest local authority-led study into ‘honour’-based abuse, forced marriage, and female ge***al mutilation.

Commissioned by GMCA and delivered by onEvidence, this landmark scoping and research exercise was co-authored by Roxanne Khan and Paul Morris, with Dr Peggy Mulongo leading regional engagement. The project was expertly shaped by GMCA Commissioners Emma Stonier and Carol Judge-Campbell, and enriched by national experts whose insights into service delivery, training, and faith-based nuance proved vital.

Our latest article unpacks the findings, the voices behind the data, and what this means for future commissioning and community-led prevention.

Largest UK regional study on ‘Honour’-based Abuse, Forced Marriage & FGM – launching Monday 2 September

On Monday, the Greater Manchester Combined Authority (GMCA) will launch the largest study of its kind ever commissioned by a UK regional or local authority – our joint work on ‘Honour’-based Abuse, Forced Marriage, and FGM in Greater Manchester.

GMCA’s decision to commission this research reflects a forward‑thinking commitment to evidence‑led action. The findings will guide their priorities and funding decisions to strengthen support for victims, and, as GMCA have noted, the implications reach far beyond Greater Manchester, informing approaches for the VCFSE sector, national bodies, and even UK Government.

At onEvidence, we are proud to have been trusted to deliver this work. Our role was to bring rigour, depth, and a victim‑centred lens to a complex and sensitive subject, so that the evidence can drive real change.

Hybrid Decentralised Extremist Networks (HDEN) 12/08/2025

🚨 Introducing HDEN: A New Lens for Safeguarding in the Digital Age

At onEvidence, we work with safeguarding professionals, researchers, and policymakers to address emerging threats, especially those that don’t yet have a name.

One of those threats is the rise of symbolic, gamified, and decentralised harm targeting children and young people online. It’s not always labelled “radicalisation,” and it rarely fits traditional models. But it’s happening – across social media, gaming platforms, messaging apps, and niche online forums.

Emergent terms like “nihilistic violent extremism” (NVE) have tried to capture this terrain, but they often prove too broad, too blunt. That’s why we’ve developed the Hybrid Decentralised Extremist Networks (HDEN) framework.
HDEN offers a diagnostic grammar for:

- Understanding how harm is cultivated through symbolism, irony, and gamified violence
- Mapping decentralised ecosystems that evade conventional disruption
- Supporting trauma-informed safeguarding responses across sectors

This framework builds on our commitment to equity, resilience, and practitioner-ready tools. It’s designed to complement, not replace, existing approaches, and to open up new conversations about safeguarding in hybridised online cultures, where symbolism, irony, and ideology collide.

Justice Department Announces Results of Operation Restore Justice: 205 Child S*x Abuse Offenders Arrested in FBI-led Nationwide Crackdown 07/05/2025

Significant news in the fight against online child exploitation.

Earlier today, May 7, Attorney General Pam Bondi and FBI Director Kash Patel announced the results of Operation Restore Justice. This historic, nationwide initiative, spearheaded by the FBI and DOJ prosecutors, achieved remarkable results in just five days. The operation led to the arrest of 205 child s*x predators and crucially helped 115 child victims. Those apprehended include individuals who abused positions of trust, such as a former state trooper, an alleged illegal immigrant, and a former police officer who was already a convicted s*x offender.

This follows the announcement on April 29 regarding the takedown of leaders within the violent online network known as ‘764’. Leonidas Varagiannis, 21, and Prasan Nepal, 20, stand charged with operating a global child exploitation enterprise linked to a nihilistic violent extremist network. They allegedly directed the production and distribution of horrific content and facilitated the grooming and extortion of minors, with material traced back to children as young as 13. They allegedly used this abuse material as 'digital currency' within their network.

Both cases highlight the critical threat posed by individuals who operate online, targeting the most vulnerable members of our society. Authorities have stressed their commitment to finding and prosecuting these individuals, who have been referred to as "depraved human beings". If convicted, they face severe penalties, potentially including life imprisonment.

AG Bondi also delivered a vital message for parents, stressing the importance of monitoring children's online activity, as children have no inherent right to privacy on the internet concerning their safety.
