Sayyiduna Ali Al-Murtaza states the meaning of Tarteel is "Tajweed ul huroofi wa marifa tul wuqoof", pronouncing the huroof from their makhraj and their sifaat and stopping at those places where you need to stop and being able to rcognize the rulings of Tajweed. If you are reciting the Quran without Tajweed, then there would be mistakes while reciting, and thefore the reciter would be sinful, because Allah Taala has given the order to recite the Quran with Tajweed and acting upon the hukm of Allah is compulsary (fard) upon all Muslims. Thus the person who is reciting the Quran without Tajweed is being disobedient to Allah. It is said in a Hadith of Rasoolalah ﷺ "Rabul Qari yul lil Quraanu yalanan hu" meaning some people recite the Quran and the Quran curses them. The reason for this is not reciting the Quran withTajweed as it ought to be read!!
