In response to the Milburn report, Skills and Education Group recognise this moment for what it is, not just another policy cycle but a signal that something more fundamental needs to change.

The challenges facing young people today include disconnection from work, fragile confidence and unclear career prospects, but they are not new.

We recently revisited our archive and found a 1958 article asking a strikingly similar question: “Is Post-war Youth To Be Workless?”. The language reflects its time but the themes are familiar.

Today’s scale and consequences are becoming harder to ignore.

For too long, the response has been to add more programmes, more flexibility, more routes in. Yet without rethinking the system itself, those additions risk creating movement without direction.

What’s needed now is a shift in focus towards designing clearer educational opportunities that are coherent, trusted and built around progression. Pathways that support young people to build skills over time and give employers confidence in what those skills represent.

Our work at Skills and Education Group is grounded in that principle, building structures that help young people move forward with purpose and helping ensure that their achievements are meaningful, recognised and trusted.
