'Low hire, low fire' environment is set to continue, our latest survey shows.

Our latest Labour Market Outlook, Summer 2026 finds UK employer confidence remains close to record lows, outside of the pandemic, and shows no signs of recovery since spring 2025.

Of the 2000+ employers we surveyed, only 62% of employers (just 57% in the private sector) plan to recruit over the next three months, with most focusing on maintaining staff levels.

Join us for a CIPD webinar: Employment Rights Act 2025 – Sexual harassment in the workplace on 27 August 2026 at 12:00 – 13:00 GMT. Open to CIPD members. 💻

Under the Employment Rights Act 2025, employers will soon face a stronger duty to prevent sexual harassment - moving from taking 'reasonable steps' to taking all reasonable steps.

A new provision also requires employers to protect staff from harassment by third parties, such as clients or customers.

The consequences are significant: compensation awards are uncapped, and tribunals can apply a further uplift where an employer is found to have fallen short.

Employment Rights Act 2025: Changes to tribunal time limits - 𝐇𝐞𝐫𝐞'𝐬 𝐰𝐡𝐚𝐭 𝐲𝐨𝐮 𝐧𝐞𝐞𝐝 𝐭𝐨 𝐤𝐧𝐨𝐰⬇️

From 1 October (9 November in Scotland), the time limit to bring most tribunal claims will increase to six months.

Employers should use this opportunity to review their approach, including:

💠identifying areas of risk
💠reviewing policies and training
💠ensuring records are kept appropriately.
