Operation Encompass features prominently within the draft KCSIE 2026 guidance, with proposed changes including a statutory notification duty on police forces and greater clarity around the information schools may receive following domestic abuse incidents.
📜While KCSIE 2025 remains the current statutory guidance, the proposed updates within the consultation are likely to be of significant interest to DSLs, school leaders and Trust safeguarding leaders ahead of September 2026.

Supporting pupils with complex SEND in mainstream schools starts with joined-up safeguarding.
SEND can provide vital context, but it must never be used to minimise, explain away or “manage in isolation” safeguarding concerns. Strong practice brings together SEND, safeguarding, attendance, pastoral care and behaviour support so that risk is clearly owned, regularly reviewed and acted upon.
Here are four priorities for schools:
📚 Train all staff on SEND-related safeguarding vulnerability
Communication differences, dependency on adults, isolation, difficulty reporting concerns and trauma can increase risk. Training should help staff ask: What is the concern? What is the evidence? What has changed? Who owns the risk?
💼 Hold integrated case reviews for complex needs
Avoid fragmented decision-making. Bring together DSL, SENCO, attendance, pastoral, behaviour (and relevant external professionals) to review the whole picture
📆Tighten oversight of part-time timetables
They must be exceptional, temporary, reviewed and risk-assessed, with a clear plan back to full-time education and safeguarding assurance when pupils are off-site (including liaison with the LA for EHCPs where appropriate).
⚠️Keep risk assessments and behaviour plans “live”
Plans should prioritise prevention and de-escalation, set out triggers, adjustments, escalation steps, recording and review, and link to SEND/pastoral/safeguarding records.
