President Boakai Suspends NAFAA Director General
February 13, 2025

Executive Mansion, Monrovia – President Joseph Nyuma Boakai, Sr. has, effective immediately, suspended Madam Emma Metieh-Glassco, Director General of the National Fisheries and Aquaculture Authority (NAFAA), as recommended by the NAFAA Board of Directors pending further investigation by the Ministry of Justice and the Liberia Anti-Corruption Commission (LACC).

In a communication to Mrs. Glassco, the President outlined the Board’s resolution, which calls for her suspension due to managerial and financial inefficiencies. This recommendation is in accordance with Section 3.9.2 of the Act that established the Authority.

Furthermore, the President also referenced a communication from the Office of the Ombudsman, which recommended Mrs. Glassco’s suspension and investigation based on allegations of insulting behavior. This conduct, considered unbecoming of a public official, was reportedly exhibited during an official investigation meeting. The Ombudsman’s recommendation is based on Section 11.10 of the Code of Conduct Act.

President Boakai has urged the suspended Director General to fully cooperate with the investigations in order to address the concerns raised.

Planning to Escape to the USA after robbing our people – Here is our evidence

The scandal at NOCAL was/is a syndicate. This is the Comptroller of NOCAL who conspired with Ms. Rustonlyn Suacoco Dennis to rob our people of over US$585K. His name is Richmond Emmanuel Jallah. He signed almost all checks, including dubious car orders and unjustified CSR assistance funds.

While the LACC is investigating, Jallah runs to secure a police clearance even though he's also a subject of a criminal investigation. Jallah, passport number PP0192184 and born June 14, 1983, is slyly planning to relocate to the USA after robbing our people of hundreds of thousands of US dollars 💵.

So, he cunningly runs to get a police clearance before the LACC releases its investigative report, which is highly likely to indict him and others for significant corruption.

The attached police clarence which “clears” Jallah of not committing crimes, reads, “This is to certify that files of the Liberia National Police contain no criminal information on the above-named person who is traveling to the United States of America.”

The trick is that Jallah will now use this police clearance to find a job in the USA even though he is undergoing criminal investigation in Liberia. Why did the police even give him a clearance without doing background checks?

We call on the LACC to petition the Court to issue a Writ of Ne Exeat against Jallah and all other alleged culprits until the completion of the ongoing LACC investigation. We must not allow them to evade justice and accountability. This man is a subject of a criminal investigation. He cannot be allowed to relocate. We can’t allow him to escape or evade justice. Unacceptable!

The suffering in Liberia is artificial. It is man-made. Greed and Graft are our enemies. This is why we must fight to w**d out State looters. Our people deserve better. Cut down on public wastage and crack down on corruption.
