Quarantine Requirements: 15 February 2021 Part 2 of 2 (Fines and Non-red-list countries)
It is crucial for all students coming to the UK to read both parts of this message.
All other arrivals
• Arrivals from non-red-list countries (See the red list countries https://www.gov.uk/guidance/transport-measures-to-protect-the-uk-from-variant-strains-of-covid-19) must continue to quarantine as per current rules. They can do this in their own accommodation.
• Prior to arrival, they must book and pay for a package of 2x Covid-19 tests, to be taken on days 2+8 of quarantine: https://quarantinehotelbookings.ctmportal.co.uk/
• The Covid-19 test package costs £210 per person. The booking reference number must be entered on the passenger locator form: https://www.gov.uk/provide-journey-contact-details-before-travel-uk
• The test-to-release scheme continues to operate for those eligible. However, the 8-day Covid-19 test must still conducted, even if quarantine has ended: https://www.gov.uk/guidance/coronavirus-covid-19-test-to-release-for-international-travel
Fines:
There are significant fines in place for international arrivals who do not follow the quarantine requirements.
• Fines of up to £10,000 (plus a 10-year prison sentence) may be imposed for anyone found entering false information on the passenger locator form
• A £500 fine can be levied for arriving in the UK without a negative Covid-19 test
• A £10,000 fine can be levied upon red-list arrivals seeking entry at a port that is not on the approved list
• A £2000 fine can be levied for failing to take the 2-day or 8-day test
• Between £1000-£10,000 fine for failing to quarantine according to the requirements

Quarantine Requirements: 15 February 2021 Part 1 of 2 (Arrivals requirements for red-list country)
It is crucial for all students coming to the UK to read both parts of this message.
From 15th February 2021, stricter quarantine requirements "https://www.gov.uk/guidance/how-to-quarantine-when-you-arrive-in-england" for international arrivals to England come
into force.
The exact quarantine requirements will depend on whether the individual has been in, or transited through, a red-list country: "https://www.gov.uk/guidance/transport-measures-to-protect-the-uk-from-variant-strains-of-covid-19"
Since mid-January, all arrivals from overseas must produce a negative Covid-test result taken no more than 3 days before arriving.
Travelling from (or transiting through) a red-list country https://www.gov.uk/guidance/transport-measures-to-protect-the-uk-from-variant-strains-of-covid-19
• Only British/Irish nationals, plus anyone with ‘UK residence rights’ are able to enter the UK if they have been in a red-list country within the previous 10 days.
• UK residence rights include anyone who:
o has leave to enter or remain in the UK (eg as a Student or Skilled
Worker)
o is covered by the Withdrawal Agreement, (eg is eligible or has
been granted status under the EU Settlement Scheme)
• Arrivals from red-list countries seeking to enter the UK as a visitor will not be granted entry.
• Permitted arrivals from red-list countries must quarantine in a government-approved hotel for 10 days. This is called “managed quarantine”: https://www.gov.uk/guidance/booking-and-staying-in-a-quarantine-hotel-when-you-arrive-in-england.
• A managed quarantine package must be booked and paid for in advance: "https://quarantinehotelbookings.ctmportal.co.uk/", before arrival. It costs £1750 per adult. The booking reference number must be entered on the passenger locator form "https://www.gov.uk/provide-journey-contact-details-before-travel-uk".
• Managed quarantine includes:
o Escorted transportation from the airport to the hotel
(compulsory)
o Accommodation and full board at the hotel
o Return transport to the airport at the end of quarantine
o 2x Covid-19 tests, to be taken on days 2 + 8 of quarantine
• Arrivals will be met at the airport and escorted to their hotel. They will only be permitted to leave their room in very limited circumstances: https://www.gov.uk/government/publications/managed-quarantine-what-to-expect/managed-quarantine-what-to-expect
Arrivals from red-list countries can currently only enter the UK at designated airports. At the moment, this includes:
o Heathrow
o Gatwick
o London City
o Birmingham
o Farnborough
• At the end of the quarantine period, they will be escorted back to the airport at which they arrived, in order to make their onward journey.
