📢 New Policy Brief | From Transposition to Transformation: Designing and Enforcing Effective National HREDD Laws
How can the transposition of the CSDDD become a catalyst for meaningful change rather than a mere compliance exercise?
Our latest policy brief brings together the key insights from the workshop for policymakers hosted by NOVA Centre on Business, Human Rights and the Environment, BIICL, KU Leuven, Westfälische Hochschule, Global Rights Compliance and PLMJ gathering policymakers and experts from over 20 countries to discuss effective approaches to implementing HREDD.
The discussions emphasised:
🔹 Preserving the CSDDD’s risk-based approach;
🔹 Strengthening supervisory authorities and access to remedy;
🔹 Investing in guidance and capacity-building for businesses and SMEs;
🔹 Promoting regulatory coherence and international alignment;
🔹 Fostering meaningful stakeholder engagement and collaboration.
The central message is clear: effective national implementation should not simply transpose legal obligations but transform responsible business conduct into tangible benefits for people, the environment, and businesses.

💡 New free online course: From Theory to Practice: Applying the Charter of Fundamental Rights of the EU
We are proud to have contributed to a landmark new learning resource for anyone working at the intersection of EU law and fundamental rights: From Theory to Practice: Applying the Charter of Fundamental Rights of the EU.
Launched by the Leuven Centre for Global Governance Studies at KU Leuven, with the support of the European Commission, this MOOC is hosted on the EU academy platform and covers all Charter rights in 53 modules as well as a 200+ page practical manual.
The course is designed for those who shape EU and national laws in practice: officials drafting legislation, advisers conducting impact assessments, legal practitioners, and civil society advocates. For EU officials in particular, understanding when the Charter applies, how courts interpret its rights, and how fundamental human rights have been incorporated in legislation impact assessments is increasingly a core professional competence.
At BIICL, we are pleased that Julinda Beqiraj, Jean-Pierre Gauci, Rosana Garciandia and Noemi Magugliani together with former colleagues Sara Al Khashlok, Georgia Greville, Céline Hocquet and Iris Anastasiadou contributed to this initiative, helping to bridge the gap between fundamental rights principles and their practical application in policymaking and governance. We are delighted to see it live and reaching the audiences who need it most. This is the kind of capacity-building that moves fundamental rights from the margins to the centre of policymaking.
🎓 Certificates are issued on completion of each module. The course is free.

Another news day for Labour Rights as the International Labour Organization international labour conference today adopted the first convention on platform work affirming labour rights applicable to those in the platform economy - including the right of association and collective bargaining, the prohibition of discrimination and of forced labour and the right to a safe and healthy working environment. Critically it addresses the question of misclassification of platform workers.
Commenting on the adoption of the Convention, Dr Jean-Pierre Gauci, BIICL Senior Fellow noted: ‘Our work over the past 5 years has highlighted the protection gaps that existed for platform workers and this convention is a welcome step and promising tool towards addressing these. We look forward to engaging with the details of the convention and its ratification and implementation in the coming weeks and months’.
