At IPSEA, we're used to people making all sorts of rash statements about SEN and EHC plans, but even we have been surprised by the extent of misinformation we have seen shared and in the press recently.
A lot of what’s been said is simply wrong. And it’s not just unhelpful - it distracts from what the government must hear: that the issue with the SEND system is non-compliance with the robust legal framework.
So, to make things clear, we’ve put together a list of a few things an EHC plan IS NOT - and included even more in our latest blog.

So, what is an EHC plan? An EHC plan is....
A legal document which sets out the child or young person's individual SEN, the individual provision they require to meet those needs (and no more but certainly no less), and the aspirational outcomes expected for them as a result.
It is issued when it is necessary and is designed to make sure a child or young person has the legal right to an education which meets their individual needs.
🔸 Legal rights are vital - and we must protect them

Absolutely agree. The current framework should work; IF schools had the appropriate funding to implement SEN Support; IF Local Authorities had the appropriate funding to implement the EHCP process properly; and IF there were enough specialist placements for the children who need them.
There needs to be big changes and I echo IPSEA that this change should absolutely not come from diluting the rights of children and young people.
Our evidence to the House of Commons Education Committee inquiry on ‘solving the SEND crisis’ has now been published. We told MPs there is no magic solution: the law is clear and should be applied for every child and young person.
