Following questions of my interpretation of avoid impeding mentioned in Colregs Rules 8,9 ,10 and 18.
In any Risk of Collision , there are 3 possible conditions placed on the vessel :

1. " KEEP CLEAR " In this condition if you are instructed to keep clear , Then you shall adjust your vessels course and or speed to provide a safe passing distance by taking early and substantiation action to keep clear.
OR
2 " STAND ON " in this condition you are instructed you shall keep your course and speed (with caution) .
ALSO MAYBE:
2a "AVOID IMPEDING" if you find yourself in a situation that is likely to develop in to a close quarter situation or indeed a collision and this occurs in a narrow Channel /Traffic Separation scheme or a vessel other than NUC or RAM meeting a PD vessel constrained by her Draught (CBD)

Here there is a change of responsibility for the STAND ON vessel :
You shall (if the circumstances of the case admit) take early action to allow sufficient sea-room for the safe passage of the said vessel.

i.e. Take early action , ( in plenty of time ) to prevent the CBD /vessel not to be impeded the passage or safe passage , from having to take action.
As clearly stated in the rule 8f (iii) all vessels remain fully obligated to comply with the rules if two vessel are approaching one another so as to involve risk of collision
