John Percival Marine Associates - JPMA & Hoylake Sailing School Ltd Home of the Original Oral Prep Course
Celebrated 25 years in 2022! RYA & MCA Deck & Engineer courses **We are now offering all of courses in the classroom again.

Most Oral Prep courses are running in the classroom, with occasional online courses each month. All MCA oral exams are still taking place online.**

JPMA are a group of experienced marine professionals and small craft practitioners, most of whom are Master Mariners or Chief Engineers who hold, or have held, senior positions within the Marine Industry. We offer training and tuition to Merchant Navy, Superyacht and Workboat professionals to all levels. Our speciality is preparation for MCA Oral exams for both Deck and Engineering, with a high overall pass rate on first attempt. We also offer consultancy services and Mini ISM Technical Management. The courses in the RYA Shorebased Cruising Scheme are all offered through this RYA Training Centre - Hoylake Sailing School Ltd, where all of our tutors have a wide experience of sailing and power cruising in UK and overseas waters. Practical courses can be arranged, with one of our practical sister schools, to correspond with our shorebased course dates. The shorebased courses are run as evening classes and also as two weekend or five day intensive courses. The school is able to provide most of the RYA Shorebased courses on a flexible basis for those who are unable to attend on advertised courses. The courses offered by the school are appropriate to anyone who uses coastal waters or the 'high seas' for business or pleasure, and for those who wish to know more about the sea. We undertake to provide individuals with Career Guidance, Training Needs Analysis and Training Plans to assist in their personal development and to ensure that they can start or continue with their career in boating/yachting.

Every year The Workboat Association present the John Percival Memorial Award, to an individual who has demonstrated exceptional achievement in their education and training.
This year, the judges felt that nominee Andy Ayre truly deserved acknowledgment for his accomplishments, prompting the creation of a special award in his honour.

We are delighted to share that Andy received the exclusive “Workboat Association Special Recognition Award” while he was with us in Hoylake doing his Chief Engineer oral prep course.
Congratulations Andy, on your years of hard work, and finally getting your SV Chief Engineer CoC!

It's and the Marine Accident Investigation Branch (MAIB) are asking seafarers to focus on safety management systems (SMS) and the importance of closing the gap between safety in theory and safety in practice.

Chief Inspector of Marine Accidents, Rob Loder:
'A thorough and comprehensive SMS is one of the most powerful tools available to mariners... Done properly, emergency response procedures are planned in advance, so that when a crisis strikes, nothing is left to chance.

But an SMS is only as good as its implementation. Too often, our investigations reveal a troubling pattern. Often SMS have failed to prevent an accident because they had not fully identified all the operational hazards. We have also seen examples where SMS were seen as a compliance exercise and were filed away rather than used as a way to engage staff in working safely.

An SMS should be a living document that is regularly reviewed and updated. Senior leadership engagement with the SMS is essential because crews take their cue from management.'

At JPMA, we focus heavily on teaching not only the design, but also the implementation of an SMS.
Something as simple as drills and musters or risk assessments may feel like a hindrance, when you've got charter guests arriving in a few hours, but these procedures are in place to keep you, and everyone on board, safe.

This Maritime Safety Week, the MAIB are urging all vessel operators, regardless of your sector, size, or vessel type, to think carefully about your SMS and answer these questions honestly:

- Is it comprehensive? Have you identified and fully mitigated all potential risks?

- Does your SMS reflect your operations? Is it specific to your vessel?

- Has it been briefed? Do your crew have a detailed understanding of safe working methods? Do they know what they should do in an emergency and have you done regular drills?

- Does it reflect real-life working? Have you conducted management assurance to ensure that the working practices detailed in the SMS are what crew are actually doing on board?

- Is it regularly reviewed? Does your SMS reflect lessons learned from near misses and incidents, both on your vessel and across the industry?
