The HSE has been banging the drum for workplace health and safety ever since it came into being back in January 1975. Through a combination of education, stick waving and prosecution, when necessary, the UKβs workplaces have become much safer. π
In 1974, there were 651 recorded workplace fatalities. According to the HSEβs 2023/24 statistics, that figure has fallen to just 138 β an 80% reduction over 50 years. With the rise of EVs, HSE attention has moved to encompass this βnewβ technology and in May 2025 it reissued guidance, working with electric and hybrid vehicles.
This is especially so given that EV systems typically operate between 60V and 650V DC. DC voltage is particularly dangerous because it can cause fatal shock and muscle lock. Beyond this are risks from thermal runaway, battery fires, toxic smoke and gases, re-ignition at a later time and explosive venting.
Stuart Ponting, a partner in the Regulatory & Compliance department of Walker Morris, sees the shift to electric vehicles as introducing a different risk profile for the motor trade - one that is less familiar, and potentially less forgiving, than traditional mechanical hazards.
He highlights that βthe most immediate and obvious risk is high-voltage electrical exposure: improperly isolated systems can cause serious injury or fatality. Whilst the legal obligations may remain unchanged, the EV revolution undoubtedly changes the risk profile for businesses.β β οΈ
Ponting warns that regulatory enforcement by the HSE can still be expected where businesses fall short, and for the most serious breaches, prosecution is a likelihood. Just as significant are civil liability claims and insurance implications.
And those risks arenβt time limited. If a vehicle later fails due to incorrect handling of its battery or high-voltage systems - weeks or even months later - businesses may still face HSE investigation potentially alongside claims in negligence.
For garages wanting a risk-free life, the key to avoiding trouble can be summed up in one word β training. It must be role-appropriate, up to date to account for the rapidly evolving technology. Just as critical is record keeping and being able to evidence technician competence, adherence to manufacturer guidance, and proper risk assessments.
Ticking boxes and paying lip service to the policies and procedures will not only find a business wanting when it all goes wrong but is highly likely to increase the risk of a serious issue in the first place.
