Guernsey looking to follow Manx language lead

A delegation from Guernsey has visited the Island to seek the key to Manx Gaelic's successful revival.

The chairman of the Guernsey Language Commission, deputy Darren Duquemin was looking to improve the Channel Island's own language service.

In the last few years, the native Manx tongue has been a success story and is seen as a pioneer by other small jurisdictions that have similar issues regarding minority languages.

The provincial government released its 2012-13 annual report on French-language services Friday.
One of the most notable insights inside the 29-page report is a set of numbers that looks at the volume of words translated by the Francophone Affairs Branch (FAB) from English to French.

There was a 15 per cent increase in translations by FAB services compared to 2011-12. The final number topped out at 755,754 words.

Of those words, the education sector tallied the largest number of translations at 119,968, which comprised 16 per cent of the translation requests.

Justice –118,580 words – and intergovernmental affairs – 113,204 words –in terms of translation, followed education closely.

“There's a series of documents that we translate every year, such as hunting and fishing guides, and materials for crop insurance,” said FAB Executive Director Charles-Henri Warren.

He added there are more projects that aren’t translated every year, such as health fact sheets in relation to immunizations that saw a spike in 2012-13 and likely contributed to the increase in translations by FAB services.

Warren noted that government ministries are being encouraged to take strategic approaches when translating documents.

But it’s not just the translation of documents that’s noted in the report.

It also points out three goals that the province should attempt to undertake. They are: increase communication in the language of choice of French-speaking citizens; develop and deliver French-language programs and services in support of the development of the Francophone community; and consult with the Francophone community in an ongoing regarding the development of policies and programs that affect them.

Warren said there is a FAB advisory committee – made up of eight independent representatives of the Francophone community – that provides advice to the government on the implementation of the French-language services policy.

The report also notes the Fransaskois flag was continually promoted in 2012-13 as a provincial emblem, and that the Bonjour!website attracted saw a 16 per cent spike in traffic.

Imphal, February 02 2014: A festival on literary translation was organized on the occasion of the 1st foundation day of Translators' Forum, Manipur at the Literary Hall of Hueiyen Lanpao Office located at Sega Road Thouda Bhavok Leikai here today.

The festival was attended by former Convenor of Sahitya Akademi's Manipuri Language Advisory Board Prof N Khagendra as Chief Guest and President of Translators' Forum Prof Jodhachandra Sanasam as President, while Prof Th Ratankumar of Manipur University and T Bijoykumar attended as Speakers.

Gandhi’s Writings Heading for Chinese Translation
The Story of My Experiments With Truth, which has sold more than 200,000 copies in India alone and has been translated in to some 35 languages, will now be translated in Mandarin to cater to what Chinese scholars say is the “growing interest” in the leader in their country.

[…] Dr Huang Yinghong of Guangzhou-based Sun Yat-Sen University said he and a team of academics would translate and publish Gandhi’s works in China. Over 80 of the leader’s speeches will also be translated.

“And yes, Gandhi’s suspicion towards capitalism and modernity also need to be considered in today’s China,”
