“There were a time when the owners of craft on the Thames practically left their backdoors open and invited the river-thieves to enter, help themselves, and leave unmolested and content. The barges lay in the river holding everything most coveted, from precious cargoes of silk to comfortable-looking bales of to***co, protected only by a layer of tarpaulin- everything ready and inviting to those who devoted their peculiar talents and irrepressible instincts to the water. Goods to a value of a million sterling were being neatly appropriated every year. The City merchants were at their wits’ end (....) So the merchants held solemn conclave, the result of which was the formation, in 1792, of “The Preventive Service” a title which clung to the members thereof until 1839, when they were embodied with the Metropolitan Police with the special privilege of posing as City constables. Now there are a body of two hundred and two strong, possessing twenty eight police galleys and a trio of steam launches. From a million pounds’ worth of property stolen yearly a hundred years ago, they have by persistent traversing of a watery beat, reduced it to one hundred pounds."

Les barges restaient sur la rivière, renfermant tout ce qui était convoité, depuis de précieux chargements de soie jusqu’à d’attrayantes balles de tabac, protégées seulement par une bâche- tout cela invitant ceux, qui avaient voués leurs propres talents et irrépressibles instincts, sur l’eau. Des biens d’une valeur d'un million de livres sterling étaient ainsi adroitement subtilisés chaque année. Les marchands de la ville ne savaient plus quoi faire (....) Ainsi les marchands tinrent une réunion solennelle, qui eut pour résultat la création du « Service de Prévention » un titre qui perdura pour ses membres jusqu’en 1839, quand ils furent incorporés à la Metropolitan Police avec le privilège particulier, de devenir policiers de la ville. Désormais il en comprend un corps de deux cents deux, possédant vingt huit canots et un trio de chaloupe à vapeur. D’un million de livres sterling de valeurs, volées chaque année, il y a cent ans, ils les ont, avec une permanente ronde, de traversées, réduites à une centaine de livres."
