የኢትዮጵያ ኢንቨስትመንት ኮሚሽን ኮሚሽነር ዶ/ር ዘለቀ ተመስገን በኢትዮጵያ በተለያዩ የኢንቨስትመንት ዘርፎች ለመሰማራት ከሚፈልጉ የቻይና ኩባንያ ሀላፊዎች ጋር ውይይት አድርገዋል።

በውይይቱም ኮሚሽነር ዶ/ር ዘለቀ ተመስገን የኢትዮጵያ ኢንቨስትመንት ኮሚሽንም ባለሀብቶች የኢንቨስትመንት ፕሮጀክቶቻቸውን ከማስጀመር እስከ ማስፋፋት ድረስ ባለው የኢንቨስትመንት ጉዞ ሁሉ የሚያስፈልጋቸውን ድጋፍና አገልግሎት ለማመቻቸት ያለውን ቁርጠኝነት አጠናክሮ እንደሚቀጥል አረጋግጠዋል።

የXinye Special Steel ኩባንያ ሊቀመንበር ሚስተር ሹ ዌንፒንግ በውይይቱም ኩባንያው በገዳ ልዩ የኢኮኖሚ ዞን በዓመት 180 ሺህ ቶን አሉሚኒየም ለማምረት የሚያስችል ፕሮጀክት አስፈላጊውን ቅድመ ዝግጅት አጠናቆ ወደ ስራ መግባቱን ተናግረዋል።

የሄናን ሁዋክሲ ፈርነስ ሪፍራክተሪ እና የሼንዘን ሰክሰስ ኤሌክትሮኒክስ ተወካዮችም በኢትዮጵያ የአይሲቲ ዘርፍ ለመሰማራት ፍላጎት እንዳላቸው በውይይቱ ላይ አንስተዋል።

በውይይቱ ማጠቃለያም ልዑካን ቡድኑ በኢትዮጵያ ያለውን የኢንቨስትመንት ዕድሎች እና የመደመር መንግስት የሀገር በቀል የኢኮኖሚክ ማሻሻያ በኢንቨስትመንት ዘርፍ ላይ የፈጠረውን ምቹ ሁኔታ በመጠቀም በኢትዮጵያ ኢንቨስት ለማድረግ ዝግጁ መሆናቸውን ገልጸዋል።

Xinye Special Steel Announces Readiness and Commencement of Operations for 180,000-Ton/Year Aluminum Project in Ethiopia

Addis Ababa, September 28, 2026 (EIC) —

The Commissioner of the Ethiopian Investment Commission, Dr. Zeleke Temesgen, held a discussion with leaders of Chinese companies seeking to engage in various investment sectors in Ethiopia.

During the meeting, Commissioner Dr. Zeleke Temesgen reaffirmed the Ethiopian Investment Commission's continued commitment to strengthening all necessary support and service facilitation for investors throughout their investment journey, from project initiation to full expansion.

Mr. Xu Wenping, Chairman of Xinye Special Steel, stated during the discussion that the company has completed all necessary preparations and commenced operations for a project capable of producing 180,000 tons of electrolytic aluminum per year in the Gada Special Economic Zone.

Representatives from Henan Huaxi Furnace Refractory Co., Ltd. and Shenzhen Success Electronics also expressed their interest during the meeting in investing in Ethiopia’s ICT sector.

In conclusion, the delegation expressed their readiness to invest in Ethiopia by leveraging the country's vast investment opportunities and the favorable environment created by the Medemer Government's Homegrown Economic Reform program.

አዲስ አበባ፣ መስከረም 13/ 2019 (ኢ.ኢ.ኮ):- የኢትዮጵያ ኢንቨስትመንት ኮሚሽን ምክትል ኮሚሽነር አቶ ዝናቡ ይርጋ ከቻይና ዓለም አቀፍ የኮንትራክተሮች ማህበር (CHINCA) ምክትል ፕሬዚዳንት ሺን ሽዩሚንግ (Xin Xiuming) ከተመራ ከፍተኛ የልዑካን ቡድን ጋር የቻይና ባለሃብቶች በኮንስትራክሽን ዘርፉ መሰማራት በሚችሉበት የኢንቨስትመንት ዕድሎች ዙሪያ ውይይት አካሄደዋል።

የኮሚሽኑ ምክትል ኮሚሽነር አቶ ዝናቡ ይርጋ በውይይቱ ወቅት ቻይና ለኢትዮጵያ ዘላቂ የኢኮኖሚ እድገትና የኢንዱስትሪ መዋቅራዊ ሽግግር ቀዳሚና ግንባር ቀደም የኢንቨስትመንት አጋር መሆኗን ገልጸዋል።
ምክትል ኮሚሽነሩ በንግግራቸው፤ ኢትዮጵያ ያላትን ከ130 ሚሊዮን በላይ የሚሆን ሰፊ የሀገር ውስጥ ገበያ፣ አምራችና ወጣት የሰው ኃይል እንዲሁም ስልታዊ የጂኦ-ፖለቲካ መገኛ ኢትዮጵያን ተመራጭ የኢንቨስትመንት መድረሻ እንደሚያደርጋት ተናግረዋል።
በተለይም መንግሥት እየተገበራቸው ባሉ ሀገር በቀል የኢኮኖሚ ማሻሻያዎች በተለይም በኮንስትራክሽን ዘርፉ መሳተፍ ለሚፈልጉ ባለሃብቶች የምቹና ተወዳዳሪ የኢንቨስትመንት ምህዳር መፈጠሩን ጠቁመዋል።
ይህንም ምቹ የኢንቨስትመንት ሁኔታ በመጠቀም የቻይና ባለሃብቶች በኮንስትራክሽን ዘርፉ ኢንቨስት እንዲያደርጉ ጥሪ አቅርበዋል።

በተጨማሪም የኢትዮጵያ ኢንቨስትመንት ኮሚሽን ባለሃብቶች ወደ ሀገር ውስጥ ከሚገቡበት ጊዜ አንስቶ እስከ ትግበራና ከትግበራ በኋላ ባሉ ሂደቶች የሚፈለገውን ፈጣንና የተሳለጠ የአንድ ማዕከል አገልግሎት ለመስጠት እና አስፈላጊውን ድጋፍ ሁሉ ለማድረግ ዝግጁ መሆኑን አረጋግጠዋል።

የልዑካን ቡድኑ አባላት በበኩላቸው፤ በኢትዮጵያ እየተመዘገበ ባለው የኢኮኖሚ እንቅስቃሴና ምቹ የኢንቨስትመንት ምህዳር አድንቀው፤ በኢትዮጵያ በኮንስትራክሽን እና ተያያዥ የኢንቨስትመንት ዘርፎች ላይ ለመሰማራት ዝግጁ መሆናቸውን አስታውቀዋል።

በዛሬው ውይይትም በኢትዮጵያ የቻይና ኤምባሲ የኢኮኖሚና ንግድ ሚኒስትር አማካሪ ሊዩ ዚያኦጉዋንግ፣ የቻይና ኤክሲም ባንክ እና የሲ ኤን አይ ሲ (CNIC) ከፍተኛ የፋይናንስ ተቋማት አመራሮች ጨምሮ በኃይል፣ በኮንስትራክሽንና በማሽነሪ አቅርቦት የተሰማሩ የፓወር ቻይና፣ ሲ ሲ ኢ ሲ ሲ (CCECC)፣ ሲ ጂ ጂ ሲ (CGGC)፣ ቢ ዩ ሲ ጂ (BUCG)፣ ሊዩጎንግ እና ሃንግሺያኦ ስቲል ኩባንያዎች የሥራ ኃላፊዎች ተሳታፊ ሆነዋል።

የቻይና ዓለም አቀፍ የኮንትራክተሮች ማህበር (CHINCA) በዓለም አቀፍ ደረጃ በ180 ሀገራት ውስጥ የሚንቀሳቀሱ ከ1500 በላይ አባላት ያሉት ተቋም ነው።

EIC Expresses Full Readiness to Support Chinese Investors Interested in the Construction Sector

Addis Ababa, September 23, 2026 (EIC): H.E. Mr. Zinabu Yirga, Deputy Commissioner of the Ethiopian Investment Commission (EIC), held a discussions with a high-level Chinese delegation led by Mr. Xin Xiuming, Vice President of the China International Contractors Association (CHINCA), focusing on investment opportunities for Chinese investors in the construction sector.

During the meeting, Deputy Commissioner Zinabu Yirga highlighted that China remains Ethiopia’s principal and leading investment partner for sustainable economic growth and structural industrial transformation.

In his remarks, the Deputy Commissioner emphasized that Ethiopia’s large domestic market of over 130 million people, a young and productive workforce, and a strategic geopolitical position make it a highly preferred investment destination.

He noted that the ongoing Homegrown Economic Reforms initiated by the government have established a conducive and competitive investment environment, particularly for investors interested in participating in the construction sector.
Capitalizing on these favorable conditions, he called upon Chinese investors to actively invest in Ethiopia's construction sector.

Furthermore, he reassured the delegation that the Ethiopian Investment Commission is committed to providing streamlined, efficient One-Stop Shop services—from entry and implementation to aftercare stages—and stands ready to extend all necessary support.

For their part, members of the delegation commended the economic dynamic and favorable investment climate in Ethiopia, expressing their readiness to engage in construction and related investment sectors across the country.

The meeting was attended by Mr. Liu Xiaoguang, Minister-Counsellor for Economic and Commercial Affairs at the Chinese Embassy in Ethiopia, senior executives from major financial institutions including The Export-Import Bank of China and CNIC Corporation, as well as business leaders from prominent energy, construction, and machinery supply companies such as PowerChina, CCECC, CGGC, BUCG, Guangxi Liugong, and Hangxiao Steel.

The China International Contractors Association (CHINCA) is a major international organization comprising more than 1,500 members operating across 180 countries worldwide.

የኢትዮጵያ ኢንቨስትመንት ኮሚሽን ኮሚሽነር ክቡር ዶ/ር ዘለቀ ተመስገን፣ የመደመር መንግሥት ምቹ፣ ተወዳዳሪና ተገማች የኢንቨስትመንት ምህዳር ለመገንባት እያከናወናቸው ባሉ የሪፎርም ሥራዎች፣ ኮሚሽኑ የኢንቨስትመንት አሠራሩን ለማቀላጠፍና ለማሳለጥ እያደረጋቸው ባሉ ተቋማዊ ማሻሻያዎች እንዲሁም በዚህ ረገድ በተመዘገቡ ተጨባጭ ውጤቶች ዙሪያ ከኢቲቪ ጋር ቆይታ አድርገዋል።

ኮሚሽነሩ በቆይታቸውም፤ ከዚህ ቀደም ዝግ የነበሩ የኢኮኖሚ ዘርፎችን ለውጭ ባለሃብቶች ክፍት ማድረግን፣ ኢላማ ተኮር የኢንቨስትመንት ፕሮሞሽን ስትራቴጂ ወደ ሥራ ማስገባትን፣ እንዲሁም እንደ ኢትዮጵያ ኢንቨስትመንት ሆልዲንግስ እና የካፒታል ገበያ ያሉ ኢንቨስትመንትን የሚያሳልጡ ተቋማት መፈጠራቸውን ጨምሮ በርካታ የሪፎርም ሥራዎች መሠራታቸውን አብራርተዋል።

አክለውም ማሻሻያዎቹ የተሻለ የባለሃብቶች ተሳትፎ፣ አዳዲስ የገበያ አማራጮችና ተጨባጭ ውጤቶች እያስገኙ መሆናቸውን የገለጹ ሲሆን፣ በዚህም በ2018 በጀት ዓመት ኢትዮጵያ 4.4 ቢሊዮን ዶላር የውጭ የቀጥታ ኢንቨስትመንት (FDI) መሳብ መቻሉ እና ከ700 በላይ ዓለም አቀፍ ተሳታፊዎችን ያስተናገደውና ከ13.1 ቢሊዮን ዶላር በላይ የኢንቨስትመንት ስምምነት የተደረሰበት «ኢንቨስት ኢን ኢትዮጵያ 2026» መድረክ አወንታዊ ማሳያዎች መሆናቸውን ገልጸዋል።

The Commissioner of the Ethiopian Investment Commission, H.E. Dr. Zeleke Temesgen, held an interview with ETV on the reform measures being undertaken by the Medemer Government to build a conducive, competitive and predictable investment ecosystem, the institutional improvements being made by the Commission to streamline and facilitate investment processes, as well as the tangible results being recorded in this regard.

In his interview, the Commissioner explained that several reform measures have been undertaken, including opening previously restricted economic sectors to foreign investors, implementing a targeted investment promotion strategy, and establishing key investment-facilitating institutions such as Ethiopian Investment Holdings and the Capital Market.

He further stated that the reforms are bringing about greater investor participation, new market opportunities and tangible results. In this regard, he noted that Ethiopia’s ability to attract USD 4.4 billion in Foreign Direct Investment (FDI) in the 2018 fiscal year, as well as the “Invest in Ethiopia 2026” forum, which hosted more than 700 international participants and resulted in investment agreements worth more than USD 13.1 billion, are positive indicators of the progress being made.
